SAW-2019-00073 County: NASH U.S.G.S. Quad: NC-ROCKY MOUNT GENERAL PERMIT (REGIONAL AND NATIONWIDE) VERIFICATION Owner: Hodge & Morris, LLC Mr. Ralph Hodge Address: 2101 F Miller Road Wilson, North Carolina 27893 Applicant: Bartlett Engineering and Surveying, PC Mr. Kyle Manning Address: 1906 Nash Street, North Wilson, North Carolina 27893 Size (acres) ~95 Nearest Town Rocky Mount Nearest Waterway Maple Creek River Basin Tar River USGS HUC 03020101 Coordinates Latitude: 35.946561 Longitude: -77.87574 Description of project location: The project area is identified as an approximate 95-acre tract of land, located on Nash County, North Carolina parcels 383018310386 and 383018311671. These parcels are located northwest of the intersection of S. Halifax Road and Oak Level Road, in Rocky Mount, Nash County, North Carolina. Work in waters of the United States will occur within the Maple Creek watershed, a direct tributary of the Tar River (8-digit HUC: 03020101) Description of projects area and activity: On November 5, 2019, the Corps authorized the permanent discharge of fill material into 146 linear feet of stream channel and 0.084 acre of wetland, and the temporary discharge of fill material into 62 linear feet (lf) of stream channel and 0.076 acre if wetland, in conjunction with the construction of the Olde Mill Stream residential subdivision. Impacts authorized under this permit verification were not completed. On January 19, 2021, this office received a revised permit application from the applicant, Hodge & Morris, LLC, requesting a Department of the Army authorization to discharge fill material into waters of the U.S. in conjunction with the construction of the Olde Mill Stream residential subdivision. Project activity will involve the construction of 203 single-family lots, and associated infrastructure and attendant features. Implementation of the proposed project will permanently impact 146 lf of stream channel and 0.115 acre of wetland, temporarily impact 62 lf of stream channel and 0.075 acre of wetland, and permanently convert 0.109 acre of wetland. All other impacts associated with the Olde Mill Stream residential subdivision will be construction in uplands, outside of waters of the U.S. All temporarily disturbed areas will be restored to pre-construction conditions upon project completion. Compensatory mitigation is required at a minimum of 1:1 mitigation to impact ratio for all wetland losses that exceed 1/10- acre. Therefore, the applicant has proposed to purchase 0.174 acre of riparian wetland mitigation units (WMUs) and 0.156 acre of non-riparian WMUs from the North Carolina Division of Mitigation Services to offset the unavoidable loss to 0.224 acre of wetland.
