Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: For Phase 2 Only (Phase 1 Previously permitted): Sanitary Sewer extension will run through the main roadway instead of the originally planned and permitted extension to the south of the development (SAW-2009-01156). This will result in significantly less impacts on the edsting wetlands. The sewer extension will be able to serve future developments without additional impacts. W7 impacts were located such that it was outside of the Tar Buffers and in an area with poor wetland characteristics. Besides the impacts associated with the required fire access road (W7) and the impacts for the sanitary sewer cross (S4, B8, W6, & W8) no additional impacts were created as part of Phase 2. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Impact areas will be clearly marked in the field to ensure the contractor does not exceed the proposed impacts. The Jack and Bore will be located such that no impacts are place don the stream. Silt fence will be installed to prevent construction debris/soils from entering the existing wetlands and streams. 2.
