The Parcel involved riparian restoration on Moccasin Creek and one unnamed tributary (UT1). The project is located within the Neuse River Basin Hydrologic Unit Code (HUC) 03020201160010 and North Carolina Division of Water Resources (NCDWR) Subbasin 03-04-12 and is being submitted for riparian buffer mitigation credit and nutrient offset credit in the Neuse River Basin HUC 03020201 (excluding Falls Lake). Prior to mitigation activities the site was in active row crop production. Project overview and credit applications are located in the tables below. The first 15 feet from top of bank, roughly 49,711 square feet, are not eligible for mitigation credit due to an existing emergency access agreement with the Moccasin Creek Service District and are not included in the credit totals but are within the conservation easement boundary. This agreement allows the drainage district to cut vegetation if needed within the first 15 feet from top of bank but not further. The restoration areas beyond the first 15 feet from top of bank to 100 feet are viable for either riparian buffer credits or nutrient offset credits and can be converted upon approval by NCDWR. The credits sought within 101 to 200 feet will only be used for nutrient offsets and cannot be converted into buffer credits. There are no riparian enhancement or preservation activities on this site. Planted species for areas of riparian restoration on site are listed below. Boundaries are identified by 6 foot “t posts” with attached easement placards. Signage along the boundary line has been placed at minimum every 100 feet. Contact information for the conservation easement holder has been included on easement markers. Additional signs listing prohibited vegetation management restrictions have been installed approximately every 100 feet in portions of the easement abutting utility ROW and along the 15 foot offset from the Moccasin Creek and UT1 tops of bank to delineate the boundary between what the drainage district can maintain.
