Project Setting
The project site is at Moratoc Park, owned by Martin County, and is located at 102 River
Drive (off US Hwy 17) upstream of the WRC boating access area in Williamston, on a bend in the
Roanoke River in Martin County, North Carolina. The shoreline on the southern side of the
Roanoke River in this area is the dividing line between Martin and Bertie Counties. The River
below normal water level (NWL) is within the boundaries of Bertie County. Moratoc Park is ±19
acres in size with ±270' of shoreline on the south side of the Roanoke River. Historically, Moratoc
Park was the site of Williamston's wharf. Today, it's a public park where citizens can hold
gatherings with old buildings, including a banquet cafeteria facility with a fishing deck that is
currently under renovation. There is playground equipment on the grounds as well as a new bath
house currently under construction.
The Martin County Regional Water and Sewer Authority (MCRWASA) has both permanent
and temporary easements on Martin County's Moratoc Park property that extend ±20' into the
upstream riparian property of Franklin Earl Robertson. There is a wooden, pile- supported fence that
runs perpendicular to shore near the property line between Moratoc Park and Mr. Robertson. The
upstream shoreline of Moratoc Park has a low, naturally vegetated bank consisting of native trees
such as Sycamore, Red Maple, different Oaks, Willow, and River Birch. A large maintained grassy
lawn area exists between this part of the bank and the bath house and playground areas. Further
downstream on the property toward the old cafeteria building, there exists a riprap revetment that
stabilizes a higher bank, which is further stabilized by a wooden bulkhead under the platform and a
concrete bulkhead under the cafeteria that forms the foundation wall.
The adjacent upstream property to the northwest, owned by Mr. Robertson, has a similar low
bank, natural shoreline with a small lodge near the shore, and the property transitions into a large
bottomland hardwood swamp to the north. Moratock Park property extends northward into this
contiguous swamp area on the landward side of Mr. Robertson's property. There are no structures in
the river for miles to the upstream side. The adjacent downstream property to the southeast of
Moratoc Park is owned by Royster -Clark Realty, LLC, and has a wooded wetland shoreline. There
are two dolphin cluster pilings near the riparian line with Moratoc Park on this adjacent property that
has an associated pier structure set up for commercial mooring; however, there does not appear to be
any commercial activity at this time. There's ±450' of woods that separate the river from this
property's commercial concrete yards near River Road, which do not appear to be in use at this time.
The Roanoke River in this area is classified as C waters by the Environmental Management
Commission. This section of the river is not open to shellfish harvesting and is not a designated
primary nursery area; however, it is designated as a joint Anadromous Fish Spawning Area (AFSA)
by the Marine Fisheries Commission and the Wildlife Resources Commission. The Roanoke River is
approximately 320' wide at the project site, which is located on the downstream end of an oxbow
bend in the river where Skewakee Gut empties into the river. There is an area within a vast
bottomland hardwood swamp across the river in Bertie County known as Conine Island. The water
depth in the Roanoke River at the waterward end of the proposed water intake structure is -11'
relative to normal water level (NWL).
Project (Description
Martin County is currently using groundwater as their raw public water source. Due to
Central Coastal Plain Capacity Use Area (CCPCUA) rules, which require reductions in ground water
withdrawals, the MCRWASA is proposing the Roanoke River as an alternate source of raw water for
their public water supply. The MCRWASA is proposing to install a raw water intake structure from
the Roanoke River to provide a new, offsite water treatment plant with 2 million gallons of water per
day (mgd) for potable water to the Town of Williamston and Martin County Water and Sewer
Districts 1 and 2. The following project description and impacts are those proposed on Moratoc Park
property and do not include the entire scope of 43 acres of project that includes the proposed new,
offsite water treatment plant, all of which is located in Martin County, well outside any Area of
Environmental Concern. The system will include one pile supported cylindrical intake screen,
anchored by a thick concrete cap, with an airburst backwash system and water intake piping with a
protective V- shaped fender and riprap apron with the pipe installed below river bottom to a pump
station and ultimately into a new water treatment facility ±1 mile from the pump station. The
proposed single intake is designed to provide 2.0 mgd with a blind flange installed in order to allow
for expansion of a second intake for 6.0 mgd in the future.
The proposed water intake structure and all work below NWL of the Roanoke River will take
place upstream of the existing old cafeteria building and platform within the MCRWASA easement,
which extends ±20' onto Mr. Robertson's property. Prior to the installation of the water intake
structure below NWL of the Roanoke River, a sheet pile coffer dam will be installed around the
entire perimeter of all temporary and permanent impacts in the river, surrounding an area f60' long
by 42' wide. The area inside the coffer dam will be properly dewatered to prevent sedimentation
from entering the river during construction. Excavation of the trench below NWL to install the 20"
water line and associated two 5" airburst lines will take place inside the coffer dam and extend ±45'
into the Roanoke River in a work corridor ±20' wide. The spoil material will be sidecast to a
temporary location inside the coffer dam or on adjacent uplands, the water line and supporting
infrastructure will be installed, and the spoil material will be placed back in the trench to cover the
water line and return the disturbed bottom to original grade.
The water intake structure will extend f45' into the Roanoke River where one tee cylindrical
intake screen, 36 inches in diameter with 1 mm mesh openings, will be held in place 1'6" above the
river bottom by a pile supported structure and a 10' x 12' concrete cap surrounded by Class H riprap.
The riprap will cover the bottom over the newly installed intake pipe surrounding the concrete cap in
an effort to reduce or eliminate scouring around the intake structure. The riprap will be placed on the
river bottom over an ±54' long by 30' wide area, extending ±15' past the intake structure to a
maximum distance of 60' waterward of NWL of the river. The Roanoke River is -11' deep at the
location of the water intake. The intake structure will be supported by a total of six 10" diameter,
minimum 20' long piles for a distance of f14' prior to its transition into and below the river bottom
contour. An additional V- shaped, pile supported fender system, totaling 32' in length (most
landward V -leg will be 12' long and the other leg will be 20' long), will be installed immediately
upstream of and adjacent to the water intake to prevent structural damage from debris. The fender
will have F spacing between sheathing boards, and the structure will extend 65to 8.5' in height
above NWL of the river. This structure will also be ±8' from the upstream riparian line (see attached
signed waiver by Mr. Robertson).
The trench excavation for the installation of the raw water line will continue from the river
above NWL and make a 45° bend straight to the southwest and around a wetland finger for ±950'
where it will reach the wet well and pump station. An 18" pipe will take the water from the pump
station ± 1 mile to the new wastewater treatment plant via a vertical turbine pump. The pump station
will cover an ±40' long by ±33' wide area of uplands with roof drip line and generator deck. An ±50'
long by 10' wide new gravel path will be constructed to provide access from an existing gravel
driveway to the pump station. Trenched and disturbed areas will be filled, graded and seeded post
installation. All upland work is located in Martin County outside any Division of Coastal
Management jurisdiction.
The applicant has indicated that all work below NWL of the Roanoke River will be
completed outside of the February 15 to September 30 moratorium.
Anticipated Impacts
A temporary sheet pile coffer dam will surround an ±2,520 ft2 area of the Roanoke River out
to the -12' depth contour to prevent turbidity in the Roanoke River during construction. The area
inside the coffer dam will be temporarily impacted during the installation of a proposed raw water
intake structure and line. The water line will require the excavation of ±900 ft2 ( ±261 yds3) of soft
muck and sandy river bottom below NWL to form a trench to lay the pipe. An additional ±8,151
yds3 of upland sandy clay earth will be excavated to form the trench for the pipe above NWL to the
new pump station. The portion of the water intake structure located within the water column and the
fender system will usurp ±529 ft2 of Roanoke River. The system is expected to produce 2 mgd of
treated water with a design to expand to 6 mgd in the future. The proposed riprap apron and concrete
cap will fill ±1,620 ft2 of shallow and deep bottom of the Roanoke River. The project will result in
±30,240 ft2 of uplands to be disturbed by trench installation and temporary spoil pile. The ±1,320 ft2
roof dripline and generator deck of the pump station and ±500 ft2 of gravel access is the only new
impervious surfaces proposed for the project, which are not located within an AEC. There will be
4% impervious surface coverage of the entire tract with existing and proposed structures.
Sedimentation and erosion control measures, such as silt fencing, will be used to prevent temporary
stockpile of excavated material and trench disturbance areas from entering the Roanoke River or
adjacent wetlands. There are no proposed impacts to wetlands. The coffer dam within the river
surrounding the project intake area will prevent sediments from below NWL from entering the river.
All upland ground disturbance will be re- vegetated post construction.

The raw water intake will withdraw 2 0 mgd from the Roanoke River via a 36" screen anchored by a concrete slab to the
bottom and pipe raw water via a 20" ductile iron pipe to the Pump Station approximately 950' away in park The pump

Erosion and sediment controls will be installed prior to beginning the project. A crane with pile driver will be used for
installation of the proposed fender and also in the placement and removal of the temporary sheet piling. Temporary sheet
piling will be installed around the area of the proposed intake structure, fender and raw water piping and driven to an
appropriate depth. After sheet pile installation is complete, the enclosed area will be dewatered with pumps for a dry work

MCRWASA is proposing to install a raw water intake and associated infrastructure in the Roanoke River. The system will
consist of a pile cap holding cylindrical intake screens with an air -burst backwash system, a pile supported timber fender, 20"
water intake piping, a raw water pump station, and a 18" transmission line from the raw water pump station to the reservoir at
the Water Treatment Plant. The intake is designed to provide 2 0 mgd expandable to 6.0 million gallons per day The
screens of the intake will be 1' -6" above the river bed and held in place by a 10'x 12' cap with 20' piles minimum into the river
bed To protect the screens from floating logs and flotsam, a V- shaped fender will be installed with 20' piles driven into the
river bed and protruding between 6 5' to 8 5' above the NWL The two legs of the V shaped fender will be 12' closest to shore
and 20' away from shore. Timber beams will be attached to the fender face from -0 48 (1.5' above the top of the screens) to

A. Project Narrative
Introduction to Project
The applicant, Martin County Regional Water and Sewer Authority
(MCRWASA) proposes to install a water intake structure and associated
infrastructure within the Roanoke River to supply the 2.0 MGD water treatment
plant that is to be constructed on a different site. Only the surface water intake
portion of the project is located within an area of environmental concern (AEC)
and discussed within the body of this narrative. A site vicinity map, 1" =50'
detailed plan showing the approximate location of the intake, and a USGS
topographic map are attached for review. (Figures 1, 4 &5)
Project Purpose
Martin County currently utilizes ground water sources for its public water
supplies. Martin County is subject to the Central Coastal Plain Capacity Use Area
(CCPCUA) rules which require reductions of ground water withdrawals.
MCRWASA is constructing a surface water treatment plant in order to comply
with the CCPCUA rule while continuing to serve its customers with a safe and
reliable drinking water source. The proposed intake and associated infrastructure
will be used to convey surface water from the Roanoke River to the proposed
water treatment plant for treatment and distribution.
Proposed Project
The proposed project will provide a new water supply source to MCRWASA who
supplies water to the Town of Williamston and Martin County Water and Sewer
Districts 1 and 2. The project includes the construction of a 2.0 MGD surface
water treatment plant which shall utilize a run -of -river water intake from the
southern bank of Roanoke River. The intake shall be designed to protect the
integrity of aquatic species and their habitat in the area.
The surface water intake shall be a 36 -inch diameter tee screen anchored by a 10'
x 12' x 2' -6" thick pile cap and six 10" diameter 20' minimum length piles in the
river bed. The tee screen will have mesh or slot openings of 1.0 mm or less. The
screen has been sized such that the entrance velocities do not exceed 0.25 fps.
Additionally, the screen will have an air backwash system that shall use
compressed air to clean the screen. These design parameters shall protect the
integrity of aquatic species and their habitats in the vicinity of the surface water
intake.
The intake is to be located on property owned by Martin County at Morotoc Park.
The intake structure shall be constructed in the Roanoke River using a sheet pile
coffer dam. In addition to the pile cap intake structure a fender will be
constructed to protect the intake structure from debris and flotsam that may be
floating down river. The fender shall be constructed of 20 -foot piles and 8" x 8"
timbers anchored across the piles with al -foot spacing. Class II rip rap shall be
placed around the base of the fender and the intake structure to protect the
riverbed against scour.
Water withdrawn through the intake will flow by gravity through a 20 -inch pipe
to a pump station located away from the river outside the 100 -year floodplain at
Morotoc Park in Williamston. A 5 -inch compressed air line will be installed with
the raw water line using straps and saddles. This line will supply the air
backwash system with compressed air. The raw water pump station shall use a
vertical turbine pump to pump water southwest along River Drive and shall
continue along the alignment to the water treatment plant. To protect the pumps
and electrical equipment from damage due to flood events, the pump station shall
be constructed above the 500 -year flood elevation (19 feet above mean sea level).
The new structure will occupy approximately 2,600 cubic feet of the 500 -year
floodplain. The impact on the available flood capacity and function is expected to
be undetectable.
EXISTING CONDITIONS
Aquatic Resources- Gerald Pottem with Robert J. Goldstein and Associates
prepared a study for US Wildlife Service of the ichthyoplanckton sampling at
Moratoc Park in Williamston, NC. The preliminary results are attached as
Attachment B. The general finding is that the proposed intake location 50 feet
from the right bank (outer bend) and 1 to 2 meters below the surface is outside the
area where drifting larvae of shad, river herring, striped bass, or white perch are
most concentrated. Carp and minnows are the only species that exhibit a slightly
increased concentration in this area, but they are also abundant elsewhere in the
channel. While an intake location along the inner bend (left bank) might impinge
or entrain fewer fish larvae, the proposed location and withdrawal volume (less
than 0.05 percent of typical Apr -May river flow) is unlikely to cause significant
mortality to fish larvae.
All work within the Roanoke River associated with the water intake will be
completed outside of the construction moratorium of February 15 to September
30.
Cultural Resources -
Martin County has 25 nationally registered historic places as listed by the
National Register Information System provided by the National Park Service
National Register of Historic Places, on April 14, 2009 available at
http: / /www.nr.nps.gov /. None of them are to be impacted by this project.
MITIGATION
The surface water intake will be designed with screens having maximum
openings of 1.0 millimeter and entrance velocities not to exceed 0.25 feet per
second. Additionally the intake will be designed with an air purge system to
loosen any debris that may happen to become lodged in the screen. These design
parameters will protect the aquatic species and habitats in the project vicinity.
The surface water intake will be installed in the optimal location identified by the
larval study. Construction impacts to the Moratoc Park will be temporary. Any
areas disturbed during construction will be returned to pre - construction contours
following construction. The raw water pump station will be constructed outside
the 100 -year floodplain and all equipment will be protected by elevating it above
the 500 -year floodplain. The project as proposed has fewer floodplain impacts
than what was originally proposed. Additionally, the portions of the project
within the floodplain will be constructed in accordance with Martin County's
flood plain ordinance and will be protected by flood insurance. Navigation and
recreational use of the Roanoke River will be maintained.
The raw water pump station will be located outside of existing wetlands as
delineated. The engineer's wetland delineation has been confirmed with the US
Army Corps of Engineers. The pump station is not in conflict with the wetland.
An Erosion and Sediment Control Plan will be established to protect the Roanoke
River from silt and to protect the project site from the loss of sediment as a result
of the construction activities. Additionally the Roanoke River will be reclassified
as a water supply watershed through application to the DWQ which will protect
the Roanoke River as a water supply source. The majority of the project is
located in Martin County and avoids coastal resources; however, the portion of
the project which is in Bertie County, a coastal county, has been determined to be
consistent with Bertie County's CAMA Land Use Plan. A CAMA Major permit
will be required for this project. Finally, the USDA -RD has issued a Finding of
No Significant Impact (FONSI) for this project. (See Attachment C.)

1. The Corps of Engineers believes that there may be jurisdictional waters of the United States
on the subject site, and the permit applicant or other affected party who requested this
preliminary JD is hereby advised of his or her option to request and obtain an approved
jurisdictional determination (JD) for that site. Nevertheless, the permit applicant or other person
who requested this preliminary JD has declined to exercise the option to obtain an approved JD
in this instance and at this time.
2. In any circumstance where a permit applicant obtains an individual permit, or a Nationwide
General Permit (NWP) or other general permit verification requiring "pre- construction
notification" (PCN), or requests verification for a non - reporting NWP or other general permit,
and the permit applicant has not requested an approved JD for the activity, the permit applicant is
hereby made aware of the following: (1) the permit applicant has elected to seek a permit
authorization based on a preliminary JD, which does not make an official determination of
jurisdictional waters; (2) that the applicant has the option to request an approved JD before
accepting the terms and conditions of the permit authorization, and that basing a permit
authorization on an approved JD could possibly result in less compensatory mitigation being
required or different special conditions; (3) that the applicant has the right to request an
individual permit rather than accepting the terms and conditions of the NWP or other general
permit authorization; (4) that the applicant can accept a permit authorization and thereby agree to
comply with all the terms and conditions of that pen-nit, including whatever mitigation
requirements the Corps has determined to be necessary; (5) that undertaking any activity in
reliance upon the subject permit authorization without requesting an approved JD constitutes the
applicant's acceptance of the use of the preliminary JD, but that either form of JD will be
processed as soon as is practicable; (6) accepting a permit authorization (e.g., signing a proffered
individual permit) or undertaking any activity in reliance on any form of Corps permit
authorization based on a preliminary JD constitutes agreement that all wetlands and other water
bodies on the site affected in any way by that activity are jurisdictional waters of the United
States, and precludes any challenge to such jurisdiction in any administrative or judicial
compliance or enforcement action, or in any administrative appeal or in any Federal court; and
(7) whether the applicant elects to use either an approved JD or a preliminary JD, that JD will be
processed as soon as is practicable. Further, an approved JD, a proffered individual permit (and
all terms and conditions contained therein), or individual permit denial can be administratively
appealed pursuant to 33 C F.R. Part 331, and that in any administrative appeal, jurisdictional
issues can be raised (see 33 C.F.R. 331.5(a)(2)). If, during that administrative appeal, it becomes
necessary to make an official determination whether CWA jurisdiction exists over a site, or to
provide an official delineation of jurisdictional waters on the site, the Corps will provide an
approved JD to accomplish that result, as soon as is practicable.
This preliminary JD finds that there "may be" waters of the United States on the subject project
site, and identifies all aquatic features on the site that could be affected by the proposed activity,
based on the following information: Based on the hydric soils, hydrological indicators, and
hyrophytic vegetation found during the September 13, 2011 site visit with Mark Hussey
in the original proposed placement of the pump station, it was shifted to the west to
avoid all wetland impacts t i stage of theect. Placement at the mapped location
will not take a permit from the Corps. (See map in file) There are wetlands near the
project area, and any deviation from the approved site impacts should be discussed
with the Corps prior to beginning work to ensure no wetlands are present.
