PROJECT SUMMARY: The applicant proposes to install a single -pile personal watercraft lift. F. Wiley C. and Lori D. Stancill Long Point Landing Beaufort County Project setting The project site is located off SR 1115 at 110 Overlook Rd. in the Long Point Landing Subdivision on Blounts Creek near the Town of Chocowinity in Beaufort County, North Carolina. Long Point Landing is an existing single - family residential development, with Blounts Creek on the East side and Yeats Creek on the west side. The lot is approximately 1.32 acres (57,499 ft2) in size and has 367 linear feet of shoreline on Blounts Creek. Man-made features on the lot include a single - family residence, detached garage, impervious driveway, bulkhead and an 80' long pier with 306 ft2 of platform with 2 uncovered boatlifts. The lot is approximately 4.0' in elevation above the normal water level. The water depth in the Creek ranges from - 3.0' to - 4.0'as measured from normal water level (NWL) in the area of the existing pier. The Division of Coastal Management issued CAMA General Permit No. 58514 -B on 10 May 2012 for the installation of an uncovered boatlift with the stipulation to relocate the existing Personal Watercraft (PWC) lift adjacent the bulkhead to store over land in order to comply with 15A NCAC 07H .1205(r). Due to insufficient water depths adjacent the bulkhead the lift could not function properly. Currently the piling and some components for the PWC lift are present on the pier but the lift is inoperable until a permit decision has been made. The lot is mostly vegetated with lawn grasses, ornamental shrubs, Juncus roemerianus, Scirpus spp. and Spartina cynosuroides. Both the upstream and downstream properties are developed with single family dwellings and have piers with docking facilities. Neither the upstream nor the downstream properties are stabilized with man- made structures due to the presence of Coastal Wetlands of similar species on the project site. Blounts Creek is classified as SB NSW by the Environmental Management Commission at the project site. The Wildlife Resource Commission classifies Blounts Creek as inland fishing waters and is not open to shellfishing. Project description The applicant proposes to install a 6' x 10' single -pile personal watercraft (PWC) lift on the existing pier structure. The addition of the PWC lift will bring the total number of slips to three. Anticipated impacts The project will result in localized turbidity and a total impact of ±60ft' as a result of the piling installation. The total number of slips for this property will be three. Our pier currently has a 10,000 pound boat lift and a 6,000 pound boat lift. The proposed lift will require one 12 inch round piling to be installed 55 feet from the shoreline.
