Department Potential conflict with water line Roadway Plan Sheet 4 • Potential conflict with proposed bridge replacement construction and with the existing water main along L right from station 12+40 to 15+00 On March 30 2012 a utility coordination and observation meeting was held at the proposed bridge replacement location The meeting was attended by HNTB (Frank McMahan) NCDOT (Steve Davis) and Duplin County Water (Dennis Williams) Duplin County Water confirmed there was a 10 existing water main located on the southerly side of the road which may be in conflict with the proposed bridge replacement It was agreed upon by all parties in attendance that Duplin County Water will pot hole the existing water main prior to pot holing the existing water main Duplin County Water will coordinate with NCDOT Steve Davis from NCDOT will coordinate with the NCDOT surveyors to be on site while Duplin County Water is pot holing the existing water main Steve Davis wants to get the location of the existing water main on the plan to ii determine if the existing main needs to be relocated Power Lines Owner Tri-County Electric Membership Corporation Potential conflicts with power lines 2 Roadway Plan Sheet 4 • Potential conflict with proposed bridge replacement construction and with the existing water main along L right from station 12+40 to 15+00 On March 30 2012 a utility coordination and observation meeting was held at the proposed bridge replacement location The meeting was attended by HNTB (Frank McMahan) NCDOT (Steve Davis) and Tri County Electric (Tony Grantham) During said meeting Tony Grantham confirmed that the horizontal clearance to the existing power lines was borderline to adequate for the construction of the proposed bridge replacement it was agreed upon by all parties in attendance that Tri County Electric will lean the existing poles at stations 11+85 and 16+00 southerly to gain an additional few feet of clearance from the proposed area of construction Underground and Aerial Telephone Line Owner Century Link Potential conflict with telephone cables Roadway Plan Sheet 4 • Potential conflict with proposed bridge replacement construction and with the existing aerial telephone cable along L right from station 12+90 to 14+10 • Potential conflict with proposed bridge replacement construction and with the existing underground telephone cable along L left from station 12+40 to 12+90 and station 14+10 to 15+00 On March 30 2012 a utility coordination and observation meeting was held at the proposed bridge replacement location The meeting was attended by HNTB (Frank McMahan) NCDOT (Steve Davis) and Century Link (Tom Davis and Jeff Swinson) During said meeting Tom Davis and Jeff Swinson confirmed that the existing underground and aerial telephone cables were in conflict with the proposed bridge replacement project Mr Davis and Mr Swinson informed HNTB that Century Link will relocate the existing telephone cables Century Link will remove the aerial cables 2 poles and 2 pedestals along the left side of the bridge Century Link will relocate the existing cables in a new directional bore located on the left side of the bridge Aerial Cable Line Owner Possibly Time Warner No potential conflict with aerial cable On March 30 2012 a utility coordination and observation meeting was held at the proposed bridge replacement location The meeting was attended by HNTB (Frank McMahan) and NCDOT (Steve Davis) During said meeting an additional aerial cable was observed running adjacent to the bridge from utility pole to utility pole Tri County Electric and Century Link did not claim ownership of this aerial cable and stated that the existing cable may be owned by Time Warner 3 i Bruce Sheldon at Time Warner was contacted HNTB is currently awaiting a response from Mr Sheldon PUE or Additional Right of Way and Possible Environmental Impacts HNTB has reviewed the project to see if any PUE s will be necessary for any utility owners that currently have an existing easement or right of way At this time we do not see the need for any additional right of way needed for the use of utility relocation work It appears on the plan that the existing aerial cable running adjacent to the bridge is outside of the NCDOT Right of Way it would be the utility owner s responsibility to come to agreements with adjacent parcel owners if they need to work inside said parcel owner s property Estimated Cost for Relocating Utilities with Prior Rights Duplin County Water Department underground facilities are encroaching on NCDOT right of way If it is determined/ required that the existing water main needs to be relocated to accommodate the proposed location of the bridge the cost to relocate the existing main will be borne by NCDOT If Duplin County Water Department wants any upgrades as part of the existing water main relocation they will bear the cost of the upgrades Tr' County Electric will lean the existing poles back as stated at the above referenced meeting and the cost for said work will be borne by Tri County Electric Century Link s underground facilities are encroaching on NCDOT Right of Way and therefore any relocation costs will be borne by Century Link If it is required that Time Warner has to relocate the existing aerial cable the cost of the relocation will be borne by Time Warner it appears that their facilities are outside the NCDOT Right of Way and it would be their responsibility to come to agreements with adjacent parcel owners if they need to work inside said parcel owner s property Recommendations for Early Relocations The Duplin County Water Department water main relocation will be included in the NCDOT contract for the bridge replacement It is recommended that Tr' County Electric lean the existing poles back prior to the date of availability It is recommended that Century Link begin early relocation work within the existing NCDOT right of way and be complete prior to the date of availability If it is required that Time Warner relocate the existing aerial cable HNTB recommends that Time Warner relocates the existing cable prior to the date of availability 4 4 SUE Information Test (pot) holes have been requested by Duplin County Water to identify the location of the existing water main The date to perform said test (pot) holes has
