Dear Mr. Wiles:
This office has received a soil erosion and sedimentation control plan for the project listed below which was
submitted as required by the North Carolina Sedimentation Pollution Control Act (NCGS 113A-57(4)).
Please be advised that this Act requires that all persons disturbing an area of one or more acres of land must
obtain approval of a soil erosion control plan prior to the commencement of said land disturbing activity (NCGS 113A-
54(d)(4)). The act further states that this plan must be filed a minimum of 30 days prior to the activity and the
approving authority must approve or disapprove the submitted plan within 30 days of receipt. Failure of the approving
authority to approve or disapprove the submitted plan within the 30 day period will be deemed approval of the plan.
Commcncement or continuation of a land -disturbing activity under the jurisdiction of this Act prior to the approval of
an erosion and sediment control plan is a violation of the Act.
A copy of any erosion and sediment control plan which could involve the utilization of ditches for the purpose
of dewatering or lowering the water table is forwarded by this office to the Division of Water Quality (DWQ). It is
suggested that you contact the Division of Water Quality at [phone] if the ditches shown on your plan will
lower the water table.
The approval of an erosion and sediment control plan is conditioned on the applicant's compliance with Federal
and State water quality laws, regulations and rules.
If you have questions, please do not hesitate to contact this office. Your cooperation in this matter is

A. Description
1. Type of Development
Ferry Dock sanding Subdivision is a proposed 24 lot residential
subdivision on 14.48 acres of land located off of Old Ferry Dock Road in
Gloucester in the Straits Township of Carteret County, North Carolina.
2. Earth Disturbing Activities
a. Clearing and grubbing of the proposed right-of-way, drainage and
access easements.
b. Excavation and grading for the installation of the proposed road and
drainage improvements.
3. Drainage And Soils
The site presently drains north and east by sheet flowing to Dicks Creek.
Dicks Creek is part of The Straits and both are classified as SA waters. The
site is primarily State loamy fine sand as shown on the attached soil survey.
B. Erosion and Sedimentation Control Measures
The following measures are proposed for the site. If it becomes evident
that additional erosion and sedimentation control measures are needed, they
shall be installed immediately. It is intended that all grading and excavation
activities within a certain area will be protected as soon as that activity is
complete, i.e., drainage swales, utility easements, etc.
1. Sediment Traps — Sediment traps will be used to store sediment and
prevent the movement of sediment offsite.
2. Seeding — All disturbed areas, except the proposed roadbed, shall be
seeded, in accordance with the seeding schedule shown on the plans,
within 14 days following construction.
3. Stone Construction Entrance — Stone construction entrance will be
used to reduce transport of sediment offsite.
4. Stone Check Dams — Stone check dams will be used to reduce the
velocity of the runoff within the roadside drainage ditches, if needed.
C. Time Sequence of Operations
1. Clear and grub area within land disturbance limits as shown on plan.
2. Install stone construction entrance.
3. Install silt fencing as shown on plans.
4. Construct drainage swales and seed swale sections within 14 days following
land disturbance.
5. Install sediment traps and stone check dams as specified on plans.
6. Grade street area, place stone base course and seed area to remain outside of
paved area.

7. Pave street.
8. Perform final seeding and mulching and remove sediment traps upon
stabilization of drainage swales.
D. Design Assumptions
1. Design storm is ten year for swale design and twenty-five year for design of
NCDOT cross culverts.
2. The rational method was used for design.
E. Coastal Stormwater Regulations
On January 1, 1988, the North Carolina Division of Environmental
Management implemented coastal stormwater regulations for coastal counties. These
regulations are detailed in 15 NCAC 2H.1000 Stormwater Runoff Disposal. These rules
allow for a development to be considered under various options. This project is
submitted for approval consideration under Section .1003(d)(1), low density projects.
