Wastewater Collection System
2020 Annual Report
This Annual Report for the City of Archdale Wastewater Collection System is prepared and submitted as
required by House Bill 1160 of the Clean Water Act of 1969. This report summarizes the City of Archdale's
Collection System performance over a twelve-month period from January to December 2020. It identifies the
extent to which any of the terms of its permit, federal laws, state laws, rules, or regulations related to the
protection of water quality have been violated.
Collection System Overview
The City of Archdale owns and operates its wastewater collection system. The collection system operates under
Permit #WQCS00312 issued by the State of North Carolina. On average the City collects 900,000 gallons of
wastewater each day and transports it through 79 miles of gravity collection lines, 6.2 miles of force mains, and
10 pump stations to the City of High Point's Eastside Wastewater Treatment Plant. The City of Archdale owns
2.5 million gallons per day of treatment capacity in the Eastside Plant.
All pump stations are equipped with audible and visible alarms and a SCADA (Supervisory Control and Data
Acquisition) electronic monitoring system. Six of the pump stations are equipped with permanent standby
generators and portable generators are available for the other pump stations in case of power outages. Each
pump station is visibly inspected at least 2 times a week by a Public Works Department employee. In addition,
the City has developed a contingency plan to deal with failure at any one of the City's sewer pump stations.
Collection Svstem Performance
The City's goal is to have zero spills and overflows from its collection system. Unfortunately, because pump
stations are mechanical devices and sewer collection systems are subject clogs from grease, roots, construction
debris, and litter, all systems are subject to spills and overflows.
In order to help prevent spills and overflows the City uses television equipment to visibly inspect lines and
routinely flushes lines to help prevent future problems. In addition, a Sewer Overflow Response Plan has been
prepared that identifies equipment, supplies, and on -call employees that are available to help mitigate spills and
procedures to follow should an overflow or spill occur.
The City of Archdale Public Works Department routinely inspects and cleans collection system lines each year.
This past year, over 46,000 feet of line was flushed and over 6,000 feet was inspected by remote television
cameras. Additionally, all collection system right-of-ways and easements are routinely inspected, accessible,
and mowed annually.
