The Division is writing to inform you that the subject Certificate of Coverage (CoC) under NPDES
general Wastewater permit NCG550000 has expired. As your company is now the site owner, this
letter is to inform you that any discharge of wastewater from the site is ILLEGAL without a valid
NPDES permit. The CoC must be transferred from the previous owner (Louis Gasperin) to your
company in order to be reissued.
Complete and submit the attached Change of Ownership form and submit it to me via email
[[e-mail]]. Once you receive an updated CoC and General Permit from the
Division, you may resume use of the wastewater system at the facility. If a discharge from your
facility reaches surface waters of the state, your company could face civil penalties if water quality
standards are violated, or measurable harm is created.
We strongly urge you to contact Lauren Armeni [[e-mail]] in the NC DEQ
Asheville Regional Office (ARO). She can provide guidance on properly operating and maintaining
the existing wastewater treatment equipment. The ARO is the office that responds if a complaint
is filed by neighboring property owners or other parties if an environmental impact from your
facility is observed. ARO personnel also periodically inspect permitted facilities in your area.
Please respond to this request no later than April 7, 2021. If no response is received, the Division
may initiate enforcement action. Thank you for your help in resolving this matter.
