Nowell Revision of Limits/Monitoring Requirements for Columbus WWTP NPDES Permit No. NC0021369 Polk County The Instream Assessment Unit has reviewed the August 31,1994 letter concerning the modification of monitoring requirements for metals and toxicants in the Columbus permit. Current permit limitations for these parameters are as follows: Cadmium 5.4 µg/1 Nickel 237 µg/1 Cyanide 13 µg/1 Copper monitor Silver monitor Chromium 135 µg/1 Lead 67 µg/1 Mercury 0.03 µg/1 Zinc monitor The Town of Columbus reported that Hatch Mills, a major contributor of industrial waste to the treatment plant, had closed down their dyeing and finishing operation in the spring. With Hatch Mills now only discharging domestic wastewater and cooling tower waste, the amount of average flow and the constituency of the Columbus WWTP effluent has changed according to this correspondence. The compliance monitoring data from July to October 1994 was reviewed to determine if metals concentrations were present or at least reduced. The data showed that most of the metals were still present in the effluent. Chromium and silver did not show up, but neither had shown up since May, two months before Hatch Mills stopped their operation in July. According to the actual DMRs, all values for these two parameters were reported as less than detection. In addition, mercury and cyanide were both present in August but have not been in the effluent since then. All the other parameters, cadmium, nickel, lead, copper and zinc, are still present in the approximate concentrations prior to the Hatch Mills stopping their operation. If Hatch Mills was the sole contributor of these metals to the Columbus plant, then there should be a more noticeable reduction in these constituents. Kerrie Becker of the ARO says that the Columbus WWTP is accepting septage into the plant and that may explain why metals are still present in the effluent. She spoke to the Town Manager and relayed that taking in this type of waste could diminish their case for permit modification. Memo toCharles Alvarez page 2 In the four months of data that were reviewed, we are unable to determine if any parameters can be deleted at this time. With the exception of chromium and silver, the present compliance data does not indicate that a limit or monitoring for metals is no longer necessary. In addition, the Town no longer has a pretreatment program that could also monitor the plant through their pretreatment permits. It is our recommendation that the current NPDES permit limits and monitoring requirements remain the same. with the following exceptions: 1) Limit for Chromium can be rescinded. and changed to monthly monitoring only. 2) Frequency for silver monitoring can be reduced from 2 per month to monthly. We are recommending the continuation of monitoring for chromium and silver to assure that these two metals are not found in the septage waste that the Town is accepting. If they should be found in future effluent samples, we will have enough data to evaluate. In twelve months, the Town of Columbus can submit a written request that we review the matter again. Facility has these current weekly limits and 2 per month monitoring requirements for metals and toxics: Cadmium 5.4 µg/1 Chromium 135 p.g/1 Nickel 237 µg/1 Lead 67 µg/1 Cyanide 13 µg/1 Mercury 0.03 µg/1 Copper monitor Zinc monitor Silver monitor A major industry to the town, Hatch Mills, closed down their dyeing and finishing operations in Columbus in the spring of the year. The letter from the town's consulting engineer states that only small amounts of domestic waste and cooling tower waste are now discharged to the sewer system. Kerrie Becker of ARO verifies that Hatch Mills closed down operations in June or July of this year. Tom Poe of Pretreatment, says the Town's pretreatment permits expired in May 1994. The Town did not cooperate with the long term monitoring plan and refused to do it for over a year. Per T. Poe, the town will only do what its required to do, it will not follow recommendations. Pretreatment tried to get their requirements placed in the NPDES permit and after amending the permit, they were included. Shortly thereafter, Hatch Mills closed down the dyeing operation. A review of 1994 self monitoring data shows that even after July 1994 when Hatch Mills stopped its operation, there were still hits of metals in the effluent. Kerrie Becker says that since Hatch Mills has stopped discharging it has begun accepting septage waste and this may contain elevated mercury levels and other metals. Since metals are still present in the effluent. do not recommend deleting these parameters from the permit. The facility also does not have a pretreatment program therefore requirements in the NPDES permit will be the only way to obtain data. TOXICANT ANALYSIS Although Columbus has averaged a much lower wasteflow (approx. 0.186 MGD) since Hatch Mills stopped operations, the design flow of 0.800 MGD is still used in the mass balance equations because the town has not requested a reduction in design flow. The 7Q10 flow of 2.1 cfs is usell in the equations also. However, in 1993, new flow information was gotten from USGS that indicates that the flow at Columbus's discharge point is 0.96 cfs, 55% lower than the flow that has been used. This updated flow will be used in the future if any expansions or modifications are requested. OF !� ORS OFFICE RE: NPDES Permit No. NC0021369 Town of Columbus WWTP Polk County The Town of Columbus has requested that we submit this letter to request that the Division of Environmental Management review NPDES Permit No. NC0021369 issued to the Town of Columbus, and if possible, modify the testing requirements shown in Section A. The Town operates a 0.80 MGD wastewater treatment plant with discharge to a tributary to White Oak Creek. Until recently, the majority of flow to the system came from a single industry, Hatch Mill. In the sprin of thi Hatch Mill closed down their dyeing and finishing operations in Columbus. Only small amounts of domestic waste and cooling tower waste are now discharged to our sewer system. The result is that the average daily flow to our facility has decreased to approximately 0.20 MGD. Flow is predominantlyldomestic in nature with a small contribution from commercial establishments.
