Staff of the Mooresville Regional Office (MRO) conducted compliance inspections at the Mallard
Creek WRF on December 15th, 2020, which included the referenced Reclaimed Water Permit
and the residuals processing under permit #WQ0000057. A separate report was sent for the
residuals permit inspection.
The MRO would like to thank Henry Eudy and Shannon Sypolt for their assistance with the
Reclaimed Water Permit inspection and all CW staff who assisted with both inspections.
Everyone's time and expertise is appreciated.
The reclaimed water system appeared well maintained at the time of inspection. A small
Chlorine tank is in place, until the manufacturer installs a replacement tank for the one that
failed earlier this year. Currently, there is no distribution of reclaimed water to either of the two
existing end users. CW plans to add UNCC via a permit modification when the extension
project nears completion and there is a clear picture of how UNCC plans to utilize the reclaimed
water.
Prior to restarting any reclaimed water distribution, the annual training meeting for end -users
needs to be conducted and the MRO should be informed so a staff member may participate.
Should COVID-19 concerns continue to limit in -person meetings a virtual training may be an
appropriate alternative.
It is recommended the most current calibration date be noted on the turbidity and flow meters for
ease of inspection. Mr. Eudy located this years' (2020) certification paperwork and emailed it to
Ms. Maria Schutte, on December 17th, 2020.

Inspection Summary:
Staff of the Mooresville Regional Office (MRO) conducted compliance inspections at the Mallard Creek WRF on December

Comment: The Malllard Creek faciity is undergoing several construction, upgrade projects. Two of four filter
units were replaced with new rotating disk filter units and typical scour and backwashing
operations may change with this new technology.

Comment: MRO staff only viewed the WTP effluent flow at the reclaimed system sampling building,
treatment at the new rotating disk filters and UV and the reclaimed water chlorination / liquid
chlorine storage. Per previous inspection reports, at most 1100 Ibs. of chlorine is stored on -site.

Comment: Most questions are not applicable, as this is a Reclaimed Water permit that has been inactive in
recent years. The facility submits the required NDMRs stating no flow. All logs, O&M and data
records are the same for the NPDES permit and were not reviewed during this site visit to limit
in -door meetings amidst current Covid-19 concerns. Per discussion with Shannon Sypolt, CW
lab does all analyses and enters results on-line, which then auto -populates their report forms -
there are no separate "lab reports" to review. See additional comments in the summary section.

Comment: The turbidity meter questions relate to this Reclaimed Water permit, but the typical wastewater
irrigation questions do not. The system currently is not utilized. There is no groundwater
monitoring associated with this permit. CW will need to provide the required annual end -user
training prior to restarting distribution to the system. The current end users are a county owned
park and golf course, both of which should be revisited when the system is restarted.
