conducted on March 28, 2000. ,
As part of the inspection, a tour of the Water Treatment Plant was conducted.
All observations , and recommendations are in Part D. Summary of
Findings/Comrnents of this inspection report. Remember, it is our goal to insure the ,
quality of the surface waters of this State.

Section D. Summary of Findings/Comments:
1. A copy of the NPDES permit was on site at the time of inspection.
2. A compliance evaluation for the period of January, 1999 through December, 1999 revealed no NPDES
permit violations.
3. Settleable Solids, pH, Turbidity; and Residual Chlorine are analyzed on site at the Hoffer WTP. Total
Suspended Solids, Iron and Aluminum samples are analyzed at the Cross Creek WWTP. Upstream and
downstream samples are not taken by the plant operators because of an agreement with the Middle Cape
Fear River Basin Association.
4. Laboratory data was reviewed for the month of September, 1999 and October, 1999. All data seemed to
be correctly recorded as on the DMR. The only discrepancy that was discoveredis that three
collection dates on the laboratory sheets did not match the collection dates on the DMR for September.
Ms. Bernice Kidd, Laboratory Supervisor, was notified of the errors and said this problem would be
taken care of.
5. Flow rate is measured by a Nomograph pipe reading system. With this type of system, the flow rate is
calculated and determined by the height of the water inside of the pipe. Also, maintenance records were
reviewed for the past six months.
6. Solids from the sedimentation basins and backwash water from the filtration system are pumped to an
equalization basin. Wastewater from the Glenville WTP is also piped into this basin. A polymer is then
added and mixed with the wastewater. The wastewater is then pumped into two (2) newly installed
clarifiers. The effluent overflows the weirs in these clarifiers and is gravity fed to the outfall
point. The ten (10) acre lagoon at this facility is now used as the back up for the clarifiers.
Sludge from the clarifiers is transferred to the Cross Creek WWTP by a pipeline. Sludge from
the lagoon is land applied and at time of the inspection, the lagoon was being dredged to remove the
sludge.
7. The effluent outfall was easily accessible and the effluent was very clear.
