The project area was survey on April 24, 2018 and May 14, 2018. There is a seep/stream that runs along the north side of the western end of the project area in a ditch. It scored out barely jurisdictional largely due to morphological conditions (see attached sheet). Other waters in the project are include Little Creek, which borders south side of the the eastern end of the project, and Bald Creek, which SR 1506 crosses on a low timber bridge. Per attached NHP screening, there are no records for listed species in or near the project area. There will be "no effect" of the project on Appalachian elktoe since this mussel is not found in streams at or downstream of the project area. High elevation habitats for CNFS, spruce fir moss spider, or spreading avens do not exist in the project area. The project is not at high elevation or in a gorge with damp rock faces that could support rock gnome lichen. There is no forested habitat in the project area that would be suitable for small whorled pagonia. There is a low wooden bridge on the project that will remain, but it was inspected for bats and sign of bat usage and none were found. There are no mines evident near the site that could serve as roosts for gray bats. The project area is in an area that USFWS Mailing Address: Telephone:(828)586-2141 Location: NC DEPARTMENT OF TRANSPORTATION Fax:(828)586-4043 NC DEPARTMENT OF TRANSPORTATION Division 14 Customer Service: 1-877-368-4968 Division 14 253 Webster Road 253 Webster Road Sylva,North Carolina 28779 Website:www.ncdot.gov Sylva,North Carolina 28779 SR 1506, James Chapel Road Page 2 September 18, 2018 NRR considers possibly supporting Indiana bats and in the range of NLEB, but it is not in a "red huc"for NLEB. The project may require removal of one tree that does not appear suitable for bat roosting, but, as a conservative measure, the tree will be removed during the winter. The project should have no effect on bat species because it will not require roost tree removal or percussive activities or modify structures that could serve as roosting areas. . 4 . • • .- T. • { yd C .i 41411, 1 •' L J•o. • h i 1 14 1 • ' ' 1 r .% - • • I i• ' r II L y 1 II • 111111 I - p 1 S h a • F 1, 111 _ • II I .- - +_ 0141:11116.+ Y Y f. •4ir Y r 4111"1" Y . it ` • J T Ill •• Yl ill + 1- * - i. le- '#, • • .r`7. . ?-.r 4+ .,•. 1. r3 • fir?.'', .x.Y„ 4, - - _ .4;-_ _ ` J.. l • - •• '''Y ` 4 1 ' • } _a r++-4. Hamilton NCNHDE-6971 September 18, 2018 David McHenry NCDOT, Division 14 253 Webster Road Sylva, NC 28779 RE: James Chapel paving Dear David McHenry: The North Carolina Natural Heritage Program (NCNHP)appreciates the opportunity to provide information about natural heritage resources for the project referenced above. Based on the project area mapped with your request, a query of the NCNHP database, indicates that there are no records for rare species, important natural communities, natural areas, and/or conservation/managed areas within the proposed project boundary. Please note that although there may be no documentation of natural heritage elements within the project boundary, it does not imply or confirm their absence; the area may not have been surveyed. The results of this query should not be substituted for field surveys where suitable habitat exists. In the event that rare species are found within the project area, please contact the NCNHP so that we may update our records. The attached 'Potential Occurrences' table summarizes rare species and natural communities that have been documented within a one-mile radius of the property boundary. The proximity of these records suggests that these natural heritage elements may potentially be present in the project area if suitable habitat exists. Tables of natural areas and conservation/managed areas within a one-mile radius of the project area, if any, are also included in this report. If a Federally-listed species is found within the project area or is indicated within a one-mile radius of the project area, the NCNHP recommends contacting the US Fish and Wildlife Service (USFWS)for guidance. Contact information for USFWS offices in North Carolina is found here: https://www.fws.gov/offices/Directory/ListOffices.cfm?statecode=37. Please note that natural heritage element data are maintained for the purposes of conservation planning, project review, and scientific research, and are not intended for use as the primary criteria for regulatory decisions. Information provided by the NCNHP database may not be published without prior written notification to the NCNHP, and the NCNHP must be credited as an information source in these publications. Maps of NCNHP data may not be redistributed without permission. The NC Natural Heritage Program may follow this letter with additional correspondence if a Dedicated Nature Preserve, Registered Heritage Area, Clean Water Management Trust Fund easement, or Federally-listed species are documented near the project area. If you have questions regarding the information provided in this letter or need additional assistance, please contact Rodney A. Butler at rodney.butler@ncdcr.gov or 919-707-8603.
