Lot 8 of Sound View at Albemarle Plantation, Section L -3, Phase 2 is a long, narrow lot at the end of
Country Club Drive. This lot is constrained in its development envelope by along, bulkheaded shoreline on the
Albemarle Sound and two areas of wetlands subject to Section 404 of the Clean Water Act on the north and east sides of
the property. A 50 -foot stormwater buffer extends landward from the Albemarle Sound side of the property and a 30 -foot
building setback from the road side.
The applicant designed a house that was commensurate with the other homes in the area before discovering the
stormwater buffer. A redesign of the house allowed for alignment outside of the buffer, extending only five feet iirto the
building setback (allowed by the County) but resulted in the need to fill wetlands in order to provide a foundation for the
house with adequate access to the deadmen for future repair.
The plan represents the third iteration to avoid wetland impacts; however, due to the stormwater buffer, the building must
encroach into wetlands. The area of fill in wetlands has been minimised by reducing the size ofthe residential structuiv
and by employing retaining walls to confine the fill.
Mitigation for the wetland fill is proposed by purchase of credits on a ratio of 2:1 from the North Carolina Ecosystem
Enhancement Program.
The construction will begin with the installation of a vinyl wall supported by tiebacks to deadmen. Fill will be brought to
the site and placed behind the retaining wall, compacted, and prepared for consh action. The house will be constructed
and the yard stabilized with turf and landscaping.

8. PROJECT SUMMARY: The applicant is proposing to construct a single family residence that
will fill 4,362 SF of wetlands regulated by the U.S. Army Corps of Engineers.
Proiect Setting
The subject property is located at the southern -most end of Country Club Drive in the Albemarle
Plantation subdivision in Hertford, Perquimans County. It is bordered by the Albemarle Sound to the
south, single family residences to the northeast, an undeveloped lot comprised primarily of wetlands
regulated by the U.S. Army Corps of Engineers to the north, and portions of the Albemarle Plantation
golf course to the east and west that also contain Corps regulated wetlands. The Albemarle Sound is
classified as SB (Recreation) and is closed to shellfish harvesting in this area.
The subject property is comprised of an uplands section located in the center of the lot that extends
toward the southwest corner of the property. The eastern and western portions of the lot are
comprised of U.S. Army Corps of Engineers regulated wetlands containing mature Cypress trees and
a few Sweetgum. Approximately 45% of the lot is uplands, with the western wetlands area
comprising 35% of the lot and the eastern wetlands area covering the remaining 20 %. The western
portion of the lot contains a small, shallow stream that meanders through, and eventually dissipates
into, the wetlands.
The 697 feet of sound front located on the subject property is hardened with 283 feet of bulkhead and
25 feet of riprap. Neither of the adjacent riparian properties' shorelines has been hardened. No pier
structures have been constructed on the subject property or the adjacent riparian properties.
The uplands portion of the tract has been cleared and is vegetated with manicured lawn grasses with
several medium size cypress trees growing on the water ward side of the property's bulkhead.
Several medium size pine trees separate the uplands area from the Corps regulated wetlands located
on the western portion of the property.
The lot has elevations ranging from normal water level_(NWL) along the on -site wetlands to 5 feet
above NWL across the uplands portion of the lot.
Development Proposal
The applicant is proposing to construct a single family residence in the Estuarine Shoreline AEC that will
result in the fill of 4,362 SF of wetlands regulated by the U.S. Army Corps of Engineers. The applicant
proposes to construct a 105 -foot long retaining wall on the east side of the proposed single family
residence and a 150 -foot long retaining wall on the west side of the house. Construction and backfill of
the east side structure will fill 1,954 SF of wetlands while the construction and backfill of the west side
structure will fill 2,408 SF. None of the proposed fill will impact wetlands regulated by the Division of
Coastal Management.

9. ANTICIPATED IMPACTS
It is anticipated that the proposed project will have the following impacts:
• Construction of the single family residence will disturb - 10,650 SF of Estuarine Shoreline
AEC.
• Construction of the single family residence will fill 3,362 SF of wetlands regulated by the U.S.
Army Corps of Engineers located within the Estuarine Shoreline AEC and another 1,000 SF
located beyond the Division of Coastal Management's AECs.
• Available maps indicate there are no archeological sites near the subject property.
