REQUEST FOR MORE INFORMATION
Dear Sir or Madam:
On May 4, 2007, the Division of Water Quality (DWQ) received your application dated Apri125,
2007, to impact 521inear feet of perennial stream to construct the Waynesville Town Center
commercial/retail site. The DWQ has determined that your application was incomplete and/or
provided inaccurate information as discussed below. The DWQ will require additional
information in order to process your application to impact protected wetlands and/or streams on
the subject property. Therefore, unless we receive five copies of the additional information
requested below, we will have to move toward denial of your application as required by 15A
NCAC 2H .0506 and will place this project on hold as incomplete until we receive this additional
information. Please provide the following information so that we may continue to review your
project.
Additional Information Requested:
1. Please show all stream impacts including fill slopes on the site plan.
2. Please show cross section details showing the provisions for aquatic life passage.
3. Under Condition No. 4 of General Certification No. 3631, the DWQ can require
stormwater management plans for developments that have, or are anticipated to have, 30%
or greater of impervious surface area within a TR (Trout) HQW watershed. Furthermore, it
is the DWQ's policy that areas of concentrated development within a project must treat
stormwater runoff. Your project appears to contain areas of concentrated development and
therefore you will need to provide comprehensive stormwater management plans, including
all worksheets and calculations, that utilize extended detention stormwater wetlands,
bioretention areas, or wet detention ponds followed by level spreaders and forested filter
strips.

Please contact the DWQ within three weeks of the date of this letter to verify that you have
received this letter and to provide us with a date that we may expect to receive this requested
information. If we do not receive this requested information within one week of the date you
indicate it will be forthcoming, your project will be withdrawn and you will need to reapply with
a new application and a new fee. Please contact me in writing and Kevin Barnett of the DWQ
Asheville Regional Office. If we do not hear from you within three weeks, we will assume that
you no longer want to pursue this project and we will consider the project as withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands,
waters or protected buffers. Please be aware that any impacts requested within your application
are not authorized (at this time) by the DWQ. Please call Ms. Cyndi Karoly or Mr. Ian
