Explain the purpose of the proposed project: The purpose of the project is to develop the site with an approximately 523,000 square foot distribution facility. 3e. Describe the overall project in detail, including the type of equipment to be used: The overall project consists of development of the site with an approximate 523,000 square foot distribution facility. The facility will contain distribution and office building, trailer docks, multiple court and storage parking lots, employee parking, stormwater treatment ponds and landscaped areas. The site has been designed to separate tractor trailer traffic from general vehicular traffic. A circular flow around trailer docks and the distribution facility is necessary for operational efficiencies of the occupant and safety purposes for emergency personnel services. Additionally, the facility has been designed to accommodate future trailer and employee parking areas within uplands on the site. To facilitate development of the site, it is necessary to impact wetlands. Clearing and grading the site is necessary. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The proposed development has been designed to minimize grading limits and the development footprint to avoid greater impacts than proposed within this application. Alternative building layouts and access road crossings from the distribution center building to Senator Ralph Scott Parkway were evaluated and would have resulted in greater impacts that those proposed within this application. The applicant is proposing the use of retaining walls along portions of the eastern, southern and western development pad to avoid and minimize impact to streams and wetlands. The applicant is proposing two bridge span crossings to access the distribution center building from Senator Ralph Scott Parkway; thus avoiding impact to streams. There are approximately 22 acres of wetlands and 10,775 linear feet of stream channels located on the site. The 10,775 linear feet of stream channels and remaining 21.94 acres of wetlands are being avoided by the proposed project. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The clearing limits will be staked and silt fence, rock checks or other temporary sediment and erosion control measures will be located within the most down-gradient area within the impact limits. The sediment and erosion control devices will prevent sediment from being discharged into down-gradient streams or wetlands. A rock/stone French drain will be installed within the impact limits of the wetland and filled over top with clean fill to final proposed grades. 2. David Bailey with the US Army Corps of Engineers and Josh Johnson and Phil Ross from Alley, Williams, Carmen and King, representing the Town of Mebane, were also present during the site visit. The Division acknowledges the areas and boundaries identified as wetlands by the USACE. The attached sketch accurately depicts all stream determinations conducted during the site visit. Please note that at the time of this letter, all perennial stream channels and wetlands found on the property are subject to the mitigation rules cited above. These regulations are subject to change in the future. In addition, the Jordan Lake Buffer Rules may apply to some streams at this location, please be sure to contact the local government for further information regarding the Jordan Lake Buffer Rules. The owner (or future owners) should notify the Division (and other relevant agencies) of this decision in any future correspondences concerning this property.
