PROJECT SUMMARY: The applicant proposes to construct a 10-slip community docking facility in Schooner Landing subdivision. FIELD INVESTIGATION REPORT: SCHOONER LANDING PAGE 02 9. NARRATIVE DESCRIPTION: Project Setting The site is a 0.446 acre common area in the northeast corner of Schooner Landing subdivision, which has 23 residential lots located on the north side of SR1324 approximately 0.1 miles east of its intersection with SR1333. The common area.is adjacent to Bay River near Merritt, Pamlico County, North Carolina. The tract ranges from approximately 0', to 7'_ in elevation above the NWL. The subdivision fronts the Bay River on the north,and Lewis Creek on the east. A coastal wetland fringe separates the.river from the high ground of the subdivision. The majority of the upland area on the property is vegetated with a variety of mature hardwood and pine trees. The tract has approximately 300 linear feet of shoreline. The shoreline is bordered with black needle rush, giant cordgrass, and salt meadow hay,. and ranges from 120' to 250' in width. The adjoining waterfront properties to the east and west of the lot and subdivision are currently undeveloped. Bay River is approximately 5100' wide in the project vicinity with water depths in the -3' range below NWL. No SAV was observed from the shore during the site visits. A review.of the aerial photos for SAV in the project area were inconclusive due to the dark nature of the water. Bay River is classified by the EMC as SC; Sw, NSW. It is not classified by the Division of Marine Fisheries as a primary nursery area. The river is closed to shellfishing by the Division of Environmental Health. The Pamlico County Land Use Plan categorizes this area of the county as Rural, with all AEC's classified as Conservation. The Division of Land Resources approved Sedimentation and Erosion Control Plan #Pamli-2006-007 for the subdivision and the applicant has received Stormwater Management Permit#SW7050945 from the Division of Water Quality. Project Proposal The applicant proposes to construct a 10-slip docking facility to serve lots 19, 20, 21, 22, 26, and 27 in the subdivision. To access the docks, a 6' x 242' elevated wooden walkway would be constructed on the subdivision's common area. It would originate at the right-of-way of Windjammer Lane and pass over 51' of high ground, 3' of Section 404 Wetlands, and 188' of Coastal Wetlands. The walkway would be elevated 3' over the wetland areas. From the walkway a pier 6' wide by 228.5' long would lead to the proposed platform. The proposed T-head platform is 6' wide and 54' in length. Four finger piers 6' wide tapering to V wide by 15' long would extend from the pier and 10 mooring pilings that would b"laced 24'_from th"ier platform and would create the docking spaces for 10 boats. The slips are proposed in water depths of -3' to -3.3' below NWL. The docks would extend out a total of 234.5 into the B ay River. The structure would be set back 25' from the adjacent riparian line to the west, and 47' from the adjacent riparian line to the east as proposed. The common area has 299 linear feet of shoreline to allow for the construction of the community dock. Anticipated Impacts The project would disturb 306 sq. ft. of high ground for the elevated walkway to the pier. No new FIELD INVESTIGATION REPORT: SCHOONER LANDING PAGE 03 impervious surfaces are proposed inside of the N.C. Division of Coastal Management 75' Estuarine Shoreline AEC. This equates to a total proposed impervious surface of 0% within DCM's 75' Estuarine Shoreline AEC and 0% proposed impervious surface for the entire common area lot. The elevated walkway to the pier is proposed within the N.C. Division of Water Quality's Neuse River Basin Riparian Buffer Zone.and would shade 1,128 square feet of Coastal Wetlands and 18 square feet of Section 404 Wetlands. The pier would usurp 6,123 square feet of estuarine waters and public trust area, of which, 1,911 square feet would be shaded. The.proposal as submitted would create ten additional boat slips in the' Bay River. The pier would not extend out into the main body of the river where the majority of the traditional navigation occurs. A localized and temporary increase in turbidity can be expected during the in-water portions of the construction. Additionally, there are 17 other waterfront lots in the subdivision with riparian rights that may apply for a pier on an individual basis.
