Describe the attachments or comments: Here are all of the documents needed for the information request, from Anthony Scarbraugh, regarding the Colice Hall PCN. Our justification for not being able to avoid impacting the wetlands is that we have no other access to the Simons property. The semi -trailer spec and Outside/Inside Turn documents illustrate this. The overall view of the property can be found on page 2 of the Wetland Crossing Documents, for further illustration. I have also included the drawings and narrative that I don't think were originally submitted, as well as the utility pole map and detail per his request. The total wetland impacts are .39ac. and the stream impacts are 60 feet permanent/ 90 feet temporary, as these were not listed on the wetland impact plans. Saint Clair St., Kill Devil Hills, North Carolina 27948 Phone: 252-441-2113 www.AlbemarleAssociates.com Fax: 252-441-0965 Colice Hall Solar Summary of Analysis of Horse Swamp / Wetland Crossing February 8, 2021 The Colice Hall Solar Farm consists of two parcels of land, with the north parcel having access via roadway frontage on East Modlin Road (SR1130) and the south parcel being accessible by Colice Hall Lane. The two parcels are separated by a wooded wetland area surrounding a drainage ditch named “Horse Swamp”. Colice Hall Lane is a narrow (14’ wide) gravel drive with obstructions on either side of the access along US13 which make it not accessible by larger vehicles needed to construct and maintain the solar farm. Therefore, in order to facilitate overhead transmission lines and access between the south and north parcel a 26’ wide access road is required to cross a wetland area and Horse Swamp. The crossing has been designed to minimize wetland impacts while maintaining drainage. Horse Swamp runs along the northwest edge of the south parcel with the upstream extending west across NC11 and collecting runoff from the land bounded by NC11, SR1106 and SR1130. Based upon USGS maps, aerial photography and the delineation of the drainage area for Horse Swamp in the Hertford County GIS maps, the contributing drainage area is approximately 1062 acres at the location the crossing will be provided. Due to the large drainage area, the SCS TR-55 method was used to estimate the peak flow for a 10-year rainfall event which is calculated to be 190 cfs. This was calculated considering soil types and land uses to determine the curve number (CN=80). Two 60” HDPE culverts are being provided within Horse Swamp to allow for a hydraulic connection within the ditch beneath the access road based upon the hydraulic analysis using HY-8. This analysis indicates the culvert can pass the 10-yr rainfall event without overtopping the top of the access route. I spoke with Michael Hill within the NCDOT District 2 Resident Engineer’s Office in Ahoskie and he indicated that the NC11 culvert crossing upstream of this location consisted of (3) 42” culverts while the US13 crossing downstream had (2) 60” culverts, thus providing confirmation of the culvert sizing. The outlet velocity is calculated to be 5.67 ft/sec and thus rip-rap should be provided for long term stabilization. The culvert invert is to be placed 12” below the bottom of the ditch as required for culverts 48” or larger under Nationwide Permits.
