Foil, III via Email Hinds' Feet Farm Post Office Box 2842 Huntersville, North Carolina 28078 Dear Mr. Foil: NORTH CAROLINA Environmental Quality March 16, 2021 Subject: Non -Discharge Permit Inspection Wastewater Surface Irrigation System Permit #WQ0018635 Facility: 14625 Black Farms Rd. SFR Mecklenburg County Staff of the Mooresville Regional Office (MRO) conducted a compliance inspection on March 3ra 2021. The MRO would like to thank you and Ms. Marsha Phillips for your time during the site visit. Per our previous phone and email communication, the facility connected to Mecklenburg County Sanitary Sewer in November of 2016. I received your proposed lagoon closure plan by email on October 18th, 2017, and confirmed during this site visit your interest in proceeding with lagoon closure and permit rescission. The treatment system is dismantled and the tank partially backfilled with some stone and brick. It is recommended that appropriate, clean soil be used for remaining tank backfill; And, lids be secured in -place. The pond soil liner is to be sampled once remaining wastewater and residuals are removed. Lagoon contents shall be disposed in a manner consistent with program requirements. MRO staff recommended researching septic tank and environmental waste management companies for assistance, as we are unable to provide specific recommendations. Upon receipt of an acceptable soils report, the lagoon walls will be collapsed and area regraded. The irrigation system was never installed, thus the spray field(s) was never utilized. Please note the following comments to maintain overall program compliance: • You will need to maintain the permit and annual fees until the lagoon is properly closed. The MRO is recommending a timeline be established for implementation of your closure plan. Upon completion, you may email your request for rescission to: Nathaniel.Thornburq(c�ncdenr.gov. • The berm of the lagoon is overgrown with woody vegetation, should your closure plan be delayed, the berm will need to be maintained in accordance with permit conditions.
