Land Application of Residuals
Cleveland County
Staff of the Mooresville Regional Office conducted a compliance inspection on March 10th, 2021
to view active land application at field JP-1. The MRO would like to thank your staff, Mr. Todd
Humphries and Mr. Curtis Brackett for their time during the inspection. The residuals storage,
management and land application appeared to meet program requirements at the time of
inspection.
Field conditions noted: The application equipment appeared to operate sufficiently; however,
the city owned vehicle is estimated at 30 years old and staff contend with consistent
breakdowns/repairs. The spray pattern from the back appeared a little heavy to the right
(passenger side) of the vehicle, but upon field inspection did not create excessive ponding. The
field application appeared to meet program compliance at the time of inspection.

The 2020 Annual Report was received at the MRO via electronic submittal on February 24th,
2021. The report was reviewed during the facility inspection as it contained the most recent
data for your program. Requested additional information for the Sodium Absorption Ratio
calculation was received by email from you on March 15th, 2021. Upon review of all information,
the report appears complete and compliant with program requirements.

noted in a separate inspection conducted on -site after the field visit). This facility only requires

what was requested for review. It was not until writing this report, that MRO staff recalled their

Comment: Per previous inspections most of Cleveland county is served by public water, but an examination
for newly constructed irrigation wells was not conducted. Soils and high water table were not
re-examined, as the fields have been permitted for years and the area of application was not
near a water body or drainage feature.
