PROJECT SUMMARY: The applicant proposes maintenance dredging of an existing manmade basin. Point Lane LLC (c /o Richard Spreder Sr.) Field Investigation Report Page 2 Project Setting The site of the proposed development is located at 112 Point Lane (off of SR 1257), Knotts Island, Currituck County, adjacent to Knotts Island Channel. The property is ±25,200 sf in size and has ±530' of shoreline. A man -made basin that is ±210' in length and averages ±37' in width is located on the north side. A small 5'x5' boardwalk section is located along the basin. Access to the property is provided by a 20' ingress /egress easement adjacent to the western property line. The elevation of the property is ±2 feet above NWL and the upland area contains a mobile home with a porch and two storage sheds. According to the USDA's Natural Resources Conservation Service's Web Soil Survey, the soil on the property is made up of Dragston loamy fine sand and is vegetated with lawn grass, ornamental bushes and several loblolly pines (Pinus taeda). The site is bordered on the north and south by basins, Knotts Island Channel on the east and a canal on the west side of the ingress /egress easement. Within the basin area, the southern shoreline has been bulkheaded; however, the western and northern shoreline (belonging to the adjacent property) is natural. The remaining shoreline of the property has been bulkheaded. Water depths within the basin, at NWL, range from -0.7 feet in the western area to a connective depth of -3.5 feet at the mouth with an average depth of -1.7 feet. Currently, there are three slips in use within the basin. Maintenance dredging of the basin was previously authorized and conducted through Major Permit #64 -01. The adjacent property to the north is undeveloped with a natural shoreline and is vegetated with upland trees and shrubbery with fringe 404 - wetland plant species along the shoreline. It should be noted that when these lots and basins were created, the adjacent property to the north extended the same length into Knotts Island Channel as the applicants; however, since that time it has eroded ±40' landward. The adjacent property to the south is identical in configuration as the subject site and contains single - family residence, has a basin located on the north side of the property and a bulkheaded shoreline. Based on available information, there appears to be no archaeological sites on this property or nearby. The waters of Knotts Island Channel in this area are classified as SC and are closed to shellfish taking. Connective water depths to the basin within Knotts Island Channel range from - 2 feet near the existing bulkhead to -3.5 feet at the center of the basin mouth. The bottom substrate within the project area is made up of fine sands, silts and detritus. Submerged Aquatic Vegetation (SAV) beds were observed in the waters adjacent to the applicant's property and throughout the boat basin. SAV's identified include, but are not limited to, water - milfoil (Myriophyllum spicatum), widgeon grass (Ruppia maritime) and wild celery (Vallisneria Americana). Development Proposal To gain adequate water depth within the basin for the use of boats when a northeast wind is blowing, the applicant proposes to mechanically dredge a ±210'x30' area to a connective depth of -3.5 feet. Since there is no suitable place on the site to place the dredge spoils, the spoils will be transported offsite via a sealed dump truck to an upland area located at 121 Ferry Dock Rd. Per the Currituck County tax records, the spoil site is designated as farmland and waterfront Point Lane LLC (c /o Richard Spreder Sr.) Field Investigation Report Page 3 property and is vegetated with mowed grasses. Once dry, the spoils will be spread within low areas of the spoil site. Anticipated Impacts The proposed dredging will temporarily increase turbidity within the basin. • The proposed dredging within the basin will result in the disturbance of ±6,300 ft2 of shallow water bottom within the PTA and EW AEC's. The proposed dredging within the basin will generate ±420 cubic yards of spoil material. The proposed dredging within the basin will result in the loss of ±6,300 ft2 of SAV's. We intend to remove all silt ,sand ,mud and other waste products from boat basin described in permit. We plan on using a long arm excavator provided by contractor listed in permit. (Jim Salmons). This waste will then be hauled to despoil site (Ms. Bell Robinson's land located at] dl Ferry Dock Rd., low area 2 acre farm lot, not wet lands) listed on permit This site is looted near by area on Knott's Island proper. This area will be fenced off and waste will be allowed to dry and then be spread out and tilled in with other soil. We would like to cordinate this project with bulk head replacement project going on next door at Knott's Island Boat Club LLC using same contractor. The reason for dredging the boat basin is that it is no longer enough water to float boats and exit said basin when tide is low.
