HomeMy WebLinkAboutNC0061204_Fact Sheet_20210319FACT SHEET FOR EXPEDITED PERMIT RENEWALS
This form must be completed by Permit Writers for all expedited permits which do not require
full Fact Sheets. Expedited permits are generally simple 100% domestics (e.g., schools, mobile
home parks, etc) that can be administratively renewed with minor changes, but can include
facilities with more complex issues (Special Conditions, 303(d) listed water, toxicity testing,
instream monitoring, compliance concerns).

Comments on Draft Permit
➢ Removed toxicity testing at request of
permittee, based on facility
performance and DWR NH3 policy
➢ Adjusted ammonia limits based on
EPA -established chronic criteria for
ammonia.
➢ A schedule was added for the updated
ammonia limits.
Compliance History
o One enforcement in 2015 for fecal coliform violation. No enforcements since.
o Generated 20 violations during 06/2018 inspection
o Tox violation 02/2019
o Monitoring frequency violations for 4 parameters Dec 2018
o Exceed daily max for TRC and fecal, and generated MVs Sept 2018
o Series of limit violations 06/2018
0 7 NOVs 2016
Changes to previous permit:
o Permittee requested that the requirement for effluent toxicity testing be removed
from the permit since summer ammonia limit is in place. DWR agrees that the
summer ammonia limit is sufficient; toxicity testing has been removed.
o Ammonia Nitrogen (NH3-N) Limits and Monitoring - In the current permit you
monitor weekly for NH3-N and have and have an effluent limit in place only in
summer months. Your previous summer ammonia limits were a daily maximum of
35 mg/L and a monthly average of 12 mg/L. Based on the in -stream dilution
available at the outfall and current EPA water quality criteria, your summer
ammonia limits must be adjusted to 10 mg/L daily maximum and 2.0 mg/L
monthly average. Recent review by Division staff has noted that 15A NCAC 2B
.0404(c) requires that winter waste load allocations for oxygen consuming waste be
no less stringent than 2 times the summer waste load limit. To meet this rule
requirement, winter limits for NH3-N must also be adjusted in the permit. The new
winter ammonia limits based on current EPA criteria are 35.0 mg/L daily
maximum and 12.0 mg/L monthly average.
o Compliance Schedule - A review of the monitoring data over the last permit cycle
indicates that there were many instances where daily maximums and monthly
averages would have exceeded the proposed limits for ammonia. Based on the
DMR data review from the last permit cycle it appears that these new limits may
impact facility compliance.
In order to avoid placing this facility in non-compliance with permit limits, the
Division has included a compliance schedule. Compliance with new limits should
be achieved prior to the expiration of this permit in June 2024. Please see section
A. (3) for additional details and requirements.
o HUC was added to the outfall description on page 2
o The outfall map has been updated
o Regulatory citations were added throughout the permit
o Section A. (4) Electronic Reporting of Discharge Monitoring Reports was updated
to be current with federal requirements for electronic reporting.
Before issuing final permit, ammonia limits were updated. Previously, the summer limit (12.0
mg/L) appears to have been based on oxygen consumption rather than EPA chronic critera,
though the original WLA is unclear. The facility has never had a winter limit. A review of data
from this permit cycle showed that this facility would be unable to consistently achieve these new
limits, so a four-year compliance schedule has been added.

Hey Emily,
Please see my comments below:
1. The plant description on page 2 needs to be updated to reflect the presence of an effluent
pump station.
2. The plant description should also be updated to say the "fixed media" exists in only the
northern -most aeration basin.
No further comments.
Let me know if you have any questions.

Hi Ron,
I have you listed as the contact for Forsyth County. I am working on the renewal of Scarlett Acres
MHP/ NC0061204. I see that you had some serious compliance concerns when you inspected the
facility in June 2018. Did the facility respond appropriately to these concerns (for example, is a bar
screen now in place)? Additionally, do you have any suggestions or comments that you would like us
to consider during this renewal?

Hi Randy,
Charles Weaver forwarded me your message touching base about
the current status of your permit. As you pointed out, we were able
to remove the toxicity testing for you, and I can understand why
you are eager to have the final version issued.
While preparing the final version to be signed last year, we noticed
that your ammonia limits were too high, and needed to be
corrected. The new ammonia limits are more stringent, and may be
difficult to meet at first, so we have also included a compliance
schedule in the modified draft permit.
Due to the new changes in the permit, I am sending it to you once
again as a Draft to look over before we proceed with issuing it.

Good afternoon,
NC0061204/ Scarlet Acres Mobile Home Park's draft renewal was sent to public notice in mid-2019.
While preparing the final draft, I noticed that their ammonia limits seemed too high (35 mg/L daily
max for a Ocfs 7Q10s stream.) I corrected the summer limit and added winter limits. Based on their
DMR data, it appears they may have some trouble meeting these new limits, so I have also included
a compliance schedule. We deliberated on this for a while, thus the delay getting this permit
finalized.
I wanted WSRO to be aware and have a chance to comment before transmitting the updated draft
to the permittee. The draft permit and ammonia data are attached. If you have any comments or
concerns, please let me know - we can set up a time to talk.
Thanks, and have a great weekend.

Hi Randy,
Your final permit is attached. Please note that the effective date of the permit is
May 1, 2021. This means that until May 1, you must follow the sampling
requirements of the old permit. On May 1, you can switch over.

Good Afternoon,
This is in regards to the NPDES wastewater permit for Scarlet
Acres Mobile Home Park WWTP /NC0061204.
In order to provide more convenience, control, and security to our
permittees and assist them in processing their transactions, The Division
of Water Resources is currently transitioning towards electronic
correspondence. This will hopefully provide more efficient service to our
permittees and other partners and will allow us to more effectively process
and track documents. We are writing to ask you for your approval of the
transmittal of documents related to your permitting and related activities
with the Division in an electronic format. Documents will be emailed to
the appropriate contact person(s) in your organization in a PDF format.
Please respond to me through email with verification that transmittal
of your documents in an electronic manner is acceptable to you. If
you have any questions, please feel free to contact me.
Thank you,
Emily DelDucc
