This letter is in regards to the 401 Water Quality Certification (WQC) issued on May 24 2012 for the U S 13/158 widening in
Hertford and Gates Counties (DWQ Project No 20120296) It has come to our attention that the Certification did not include
any impacts associated with hand clearing due to utility relocations Hand clearing impacts associated with necessary utility
relocations will be allowed as follows
