Please find attached the Stormwater Discharge Outfall Monitoring Reports for Columbia Forest
Products located in Old Fort, North Carolina (Columbia Carolina). Columbia Carolina operates
under Certificate of Coverage Number NCG210136. Stormwater samples were collected from
Outfalls #2, #3 and #5. Outfall #3 and Outfall #5 samples were collected to make up for the missed
sampling for 2"d Half 2020. Due to winter storm weather delays, the samples arrived at the
laboratory beyond the hold time and over temperature.
Results for Outfall #3 met benchmark values in the permit. Results from Outfall #2 exceeded
benchmark values for COD and results from Outfall #5 exceeded benchmark values for COD and
TSS. Outfall #2 is in Tier Two and will continue to be monitored monthly until three consecutive
monitoring results are below the benchmarks. This is the third consecutive monitoring result
exceeding benchmarks. As part of our response actions for Outfall #2, we immediately cleaned the
area that drains to Outfall #2. New catch basin filters were ordered and installed on March 16, 2021.
Outfall #5 is also in Tier Two. Upon receiving the analytical results, we immediately implemented
Tier Two Response actions for Outfall #5. Outfall #5 will be monitored monthly until three
consecutive monitoring results are below the benchmarks. As part of our response actions, we
cleaned the area that drains to Outfall #5 and ordered new catch basin filters which were installed on
March 16, 2021. The response activities will be reflected in a new Tier Two Response Form for
Outfall #5.
