8. PROJECT SUMMARY: The applicant is proposing to install a single -pile davit lift adjacent to the existing
docking facility and incorporate a wet -slip by removing a handrail attached to an existing floating dock.

9. PROJECT DESCRIPTION:
The project site is located at 133 N. Oak Drive, adjacent to Topsail Sound, in Surf City, Pender County. To
get to the site from the Wilmington Regional Office, take US Hwy 17 N to NC Hwy 210 (approximately
15 miles) and turn right. Continue approximately 2 miles along NC Hwy 210 and turn right at the
intersection of NC Hwy 210 and Rowland Ave. Travel approximately 1.9 miles along Rowland Avenue
and turn right onto S. Shore Drive. Continue along S. Shore Drive for approximately 2.15 miles and turn
right onto Sound Drive. Take the next right onto N. Oak Drive and continue to the end of the cul -de -sac.
The subject property will be located at the terminal end of N. Oak Drive, on the left hand side of the road.
The applicant currently maintains a single - family residence on the property. Man-made features include a
residence, gravel driveway, access pier, bulkhead and docking facility. The high ground on which the
residence is situated is separated from the area where the pier originates, by a small area of "404" type
wetlands. This freshwater wetland feature is common to many residences within the Sound View
Subdivision, particularly along the north sides of the properties. Essentially, when the Sandy Ridge canal
was dug, which is immediately adjacent to the subdivision, the developer placed the dredge spoil from the
canal along the northern side of the waterfront lots. As a result, this created a freshwater wetland /lagoon on
the landward side of the berm. Based on current site conditions, the freshwater wetland does not appear to
be hydraulically connected to the adjacent canal and/or Topsail Sound. Immediately adjacent to the high
ground berm, the applicant has installed a vinyl bulkhead, pier, finger pier and platform. A narrow fringe
(approximately 4' -6' in width) of Smooth Marsh Cordgrass (Spartina alterniora) is located between the
bulkhead and existing docking facility. The applicant has approximately 60 linear feet of shoreline, all of
which is bulkheaded.
The Pender County Land Use Plan classifies the adjacent waters as Conservation. The waters of the
AIWW and Topsail Sound, in the vicinity of the project area are classified as SA by the Division of Water
Quality. The waters ARE NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of
Marine Fisheries and are CLOSED to the harvest of shellfish.
PROPOSED PROJECT:
The applicant is proposing to install a single -pile davit lift adjacent to the existing docking facility and
incorporate a wet -slip by removing a handrail that is currently attached to an existing floating dock.
Currently, the applicant maintains a two -slip docking facility at the subject property. The existing facility
includes a 4' x 8' fixed pier, 4' x 22' fixed "L- head ", 6' x 12' floating dock, single -pile jet ski lift (on
northern side of docking facility) and a 6' x 11' boat lift, located along the southern side of the fixed "L-
head". The applicant is requesting approval to remove the handrail from the existing floating dock and
install a single -pile lift for a jet ski along the bulkhead on the southern side of the docking facility. Once
completed, the entire docking facility would provide dockage for up to four (4) vessels (three lifts and one
wet- slip). Water depths in the vicinity of the proposed boatlift range from —2.0' to —3.0' below Normal
Low Water (NLW).
The applicant obtained a waiver from the southern property owner (Leplin) to allow encroachment into the
15' riparian corridor setback.
10. ANTICIPATED EYWACTS:
As proposed, the planned development would incorporate approximately 8 sq. ft. of public trust and
estuarine waters. The applicant has approximately 60 linear feet of shoreline allowing 480 sq. ft. of
platform or docking space. As constructed, the existing facility totals approximately 224 sq. ft. of
platform/docking space. No impacts to Coastal or "404" wetlands would occur as a result of construction.
The planned development would be located within the applicant's area of riparian access, landward of the
channel edge and within I/4 of the width of the waterbody.

The project site is located at 133 N. Oak Dr., Surf City, NC. The lot measures 60' wide and 371'
deep. The owner is proposing to install an additional Jet Ski lift on the southern side of the
existing dock. Also, the owner wants to remove the railing on the 6'x12'floating dock to allow
easier access for a disabled family member. This would increase the total number of 4 — slips,
two existing and two proposed. See included survey performed by David Watson on 12 -09 -11
for existing conditions. There will be no adverse impacts to coastal wetlands, navigation or
shellfish and nursery areas.
