Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Southern Pines Collection System
on March 15, 2021. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Collection System Permit No. WQCS00309. A summary of the findings and
comments noted during the inspection are provided in the enclosed copy of the inspection report.
The Collection System Non -sampling inspection was conducted by Division of Water Resources staff from the
Fayetteville Regional Office. The following deficiency(s) was noted during the inspection:

Lines/Right-of-Ways/Aerial Temporary access is not viable for equipment if needed.
Lines
From the facilities permit WQCS00309, right-of-ways and/or easements shall be properly maintained to allow
accessibility to the wastewater collection system unless the Permitee can demonstrate the ability to gain
temporary access in an emergency situation where existing land -use conditions do not allow the establishment
and maintenance of permanent access. In this case, the Permitee shall continue to observe the lines visually,
utilize remote inspection methods (e.g. CCTV) and use the opportunity of drier conditions to perform further
inspections and necessary maintenance.

Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law. To prevent further action, carefully review these deficiencies and address the causes of
non-compliance to prevent the recurrence of similar situations.
