The active ingredients of these products are not generally associated with biocidal compounds.
Whereas these products are not believed to be biocides and are not intended to be used as biocides,
approval from this office is not necessary. It should be noted, however, that most of the Betz products
have a pH >10.0 and that sulfuric acid is stated as <1.0. Due to the acid/base extremes of these
products, pH monitoring would be extremely important.

regional perspective for each option evaluated. Morehead City
accepts the domestic wastewater but does not wish to accept
the blowdown, condensate and backwash. No other reasonable
alternatives exist.
PART IV - EVALUATION AND RECOMMENDATIONS
The company is no longer producing commercial grade roll
roofing as it did in the past. Asphalt is received from ships,
stored and distributed for roofing applications. A large boiler
produces steam to keep the asphalt in a liquid state for handling.
All boiler blowdown, condensate and softener backwash flow goes to
a tank for pH adjustment and then to an oil/water separator. The
separator also receives stormwater runoff from approximately 40t to
50t of the site plus an offsite paved area.
The company has submitted an NPDES Stormwater Permit
application. The application identifies three stormwater outfalls
from the site, including the outfall which is currently permitted.
Since the wastewater and stormwater are currently combined, it
appears :that the discharges should be covered under a comprehensive
permit for both stormwater and wastewater.
It is recommended that the permittee be requested to submit a
completed biocide worksheet since conditioners are used in the
boiler. Upon satisfactory review of the submittal, it is
recommended that a permit be drafted and placed at public notice
for the discharge of both stormwater and blowdown, backwash and
condensate. The permit should contain standard conditions and
limitations for these activities. If no significant adverse
comments are received, it is recommended that the permit be issued
for a period consistent with the basinwide program.

Per your telephone conversation April 13, 1994 with Alan S. Lake, Principal Environmental
Specialist, Owens-Corning Fiberglas Corporation, Corporate Offices, 'Toledo, Ohio, please find
three (3) copies of our completed renewal application for our NPDES Permit No. NC0007749,
along with a check for $200.00 for processing fees made payable to the North Carolina
Department of Environment, Health and Natural Resources. As indicated in the renewal
application data, conservation and control process technology has been utilised to eliminate all of
our process cooling (contact/non-contact) water discharge. The single point industrial discharge
highlighted in our renewal application consists of boiler and water -softener blowdown. Storm -
water is also discharged through this point.
As you have suggested, because we have included this discharge point on our Stormwater
Permit No. NCS000060 Application as Outfall 3, we request that an analysis of our discharge
permit applicability he made and that the permits he combined if appropriate.
