In accordance with your renewal application [received on November 5, 2007], the Division is renewing
Certificate of Coverage (CoC) NCG500354 to discharge under NCG500000. This CoC is issued pursuant to the
requirements of North Carolina General Statue 143-215.1 and the Memorandum of Agreement between North
Carolina and the US Environmental Protection agency dated May 9, 1994 [or as subsequently amended].
If any parts, measurement frequencies or sampling requirements contained in this General Permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, the certificate of coverage shall be final and binding.
Please take notice that this Certificate of Coverage is not transferable except after notice to the
Division. The Division may require modification or revocation and reissuance of the certificate of coverage.
Contact the Wilmington Regional Office prior to any sale or transfer of the permitted facility.
Regional Office staff will assist you in documenting the transfer of this CoC.
This permit does not affect the legal requirements to obtain other permits which may be required by
the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area
Management Act or any other Federal or Local governmental permit that may be required.

This Certificate of Coverage shall remain in effect for the duration of the General Permit.

Owens Corning Roofing & Asphalt, LLC (Owens Corning) is requesting renewal of the general NPDES
wastewater discharge permit for the Morehead City Plant. Please find enclosed with this letter three (3) copies of
the general NPDES wastewater permit renewal application for the Owens Corning Roofing & Asphalt, LLC
(Owens Corning) Morehead City Plant. Attachment A includes the applicable Notice of Renewal Intent forms and
Attachment B contains the site map.
The Morehead City Plant's current general NPDES wastewater discharge permit (Certificate of Coverage No.
NCG500354) expired on July 31, 2007. This existing general wastewater discharge permit authorized the plant to
discharge boiler water blowdown and non -contact cooling water/condensate from on -site operations. However,
since Owens Corning leases the land and the facility from the North Carolina State Ports Authority, Owens
Corning was uncertain if the North Carolina Sate Ports Authority (as owner) had obtained and maintained
compliance with the proper wastewater permit covering discharges at the Morehead City Plant. At one time the
management at the Owens Corning facility was informed by the N.C. Port Security Director that Owens Corning
was covered under the Port's permit. Upon further questioning and review, Owens Corning discovered that the
wastewater discharge operations at the Morehead City Plant were not covered under any Ports Authority permit.
Therefore, Owens Corning is seeking immediate renewal of the expired permit. Owens Corning has and will
continue to operate in compliance with all monitoring, recordkeeping, and reporting requirements in the expired
permit until a renewed permit is issued.
The applicable Biocide 101 forms and vendor information are being submitted to the North Carolina Department
of Environment and Natural Resources (NCDENR), Division of Water Quality (DWQ), Environmental Sciences
Section, Aquatic Toxicology Unit.
Owens Corning understands that a permit application fee is not required for this renewal application since the
facility pays an annual fee for coverage under general permit NCG500000.

North Carolina General Statute 143-215.6 b (i) provides that:
Any person who knowingly makes any false statement, representation, or certification in any application, record, report, plan or other document
filed or required to be maintained under Artide 21 or regulations of the Environmental Management Commission implementing that Article, or who
falsities, tampers with or knowingly renders inaccurate any recording or monitoring device or method required to be operated or maintained under
Article 21 or regulations of the Environmental Management Commission implementing that Article, shall be guilty of a misdemeanor punishable by
a fine not to exceed $25,000, or by imprisonment not to exceed six months, or by both. (18 U.S.C. Section 1001 provides a punishment by a fine
of not more than $25,000 or imprisonment not more than 5 years, or both, for a similar offense.)

Trumbull -
Enclosed you will find the signed Permit Name / Ownership Change Form that was
submitted to you on December 21, 2006. As this change form was returned to me asking
for additional information, I have resubmitted the original form with the requested
information.
Please note that Owens Corning is unable to provide contract deed or bill of sale as is
requested because this is leased property. This property is located on the Morehead City
Port and leased from the North Carolina State Ports Authority. I have also enclosed the
Assignment And Assumption of Lease that stipulates the assumption of the lease along
with a certified mail receipt showing that this assumption was received by North Carolina
State Ports Authority.
