Dear Mr. Vail:
In accordance with your application for discharge permit received on
January 31, 1997 we are forwarding herewith the subject Certificate of Coverage
to discharge under the subject NPDES General Permit. This Certificate of
Coverage is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina
and the US Environmental Protection agency dated December 6, 1983.
Effluent monitoring samples for this Certificate of Coverage shall be taken
near the boiler blowdown holding tank as determined during the June 27, 1997
site visit. Please note that any chemical additives to the discharge must be
approved by the Division. Contact Melissa Rosebrock of the Division's Aquatic
Toxicology Unit at least 90 days prior to use of chemical additives in the
discharge.
If any parts, measurement frequencies or sampling requirements
contained in this permit are unacceptable to you, you have the right to request
an individual permit by submitting an individual permit application. Unless such
demand is made, this Certificate of Coverage shall be final and binding.
The Certificate of Coverage is not transferable except after notice to the
Division. Use the enclosed Permit Name/Ownership Change form to notify the
Division if you sell or otherwise transfer ownership of the subject facility. The
Division may require modification or revocation and reissuance of the Certificate
of Coverage.

If your facility ceases discharge of wastewater before the expiration date
of this permit, contact the Regional Office listed below. Once discharge from
your facility has ceased, this permit may be rescinded.
This permit does not affect the legal requirements to obtain other permits
which may be required by the Division of Water Quality, the Division of Land
Resources, Coastal Area Management Act or any other Federal or Local
governmental permit that may be required.

Discharge 001 has a Total Suspended Solids limit based upon 40 CFR 443 Supart C - Asphalt Roofing,
(443.32 BCT). Contact with Richard Vail, (Production Superintendent) indicted that August, 1995
monthly production amounted to 16,753 tons, (540 tons daily production). This was an increase from the
previous permit which had TSS limits based upon 800, 000 lbs/day.

During the review of this permit, it was noted that changes were made at the plant; the extent of those changes
were not known, li but were extensive.
A site visit was made by Farrell Keough, Mary Cabe, and Ed Beck on June 27,1997. It was determined at that
time that process equipment had been dismantled and removed, therefore the facility was no longer engaged in
an industrial process which would necessitate either an individual NPDES permit or a stormwater permit.
A letter was received from the facility, (in file) which verified that they no longer fell under the previous SIC
and confirmation was made with the Region and Stormwater Section that a General Permit would be
appropriate.

Subject: Draft NPDES Permit
Permit No. NC0007749
Carteret County
A draft copy of your new permit is currently under review and will follow this letter. As per
our conversations on June 27th, 1997, the following changes to your permit requirements will be
effective immediately.
■ Oil / Water Separator connected to Outfall 003 can be removed The gate valve attached
to this pipe can be relocated away from the Bogue Sound towards the facility such that it
is on the property leased to Owens — Corning..
• No upstream or downstream monitoring is required.
The current permit issued to this facility became effective on February 1, 1995. At that time
a process called durbagum was taking place at this facility. This is a rolled roofing process in
which water is sprayed upon the rollers extruding the shingle. Since the issuance of that permit,
this operation has been shut down and dismantled. This major change in operations necessitated
a change in the type of permit issued.
• Effluent monitoring for those parameters listed in the permit, (excluding flow) can be
taken at the manhole location in the parking as specified during the June 27th, 1997 visit.
Flow monitoring can be accomplished through attachment of a meter to the discharge
pipe at the location near the boilers, as specified during the June 27th, 1997 meeting.

In your letter dated July 11th, 1997, it was noted that the change in process operations meant
a change in the Standard Industrial Classification (SIC) code. The current permit for this facility
is based upon the SIC code 2952, which applies to asphalt felts and coatings used in the
durbagum process. Since this operation was dismantled, your letter notes that the SIC code 5171
(Petroleum Bulk Stations and Terminals) "would be the applicable code for the present
operations at this facility". As these definitions are often difficult to determine, we appreciate
your time in defining what your present operation involves.
Because of these changes in operations, your new permit will be a General Permit,
(NCG500XXX) for non -contact cooling water. These General Coverage permits are currently
under review. You will be sent a Draft copy for comment prior to issuance.
