PROJECT SUMMARY: The applicant proposes to rip rap shoreline and backfill approximately 3,000 ft'. A 15" pipe will also be replaced. George Knox Beaufort County Project setting The project site is located off SR 1202 at 254 Ormond Avenue in the Bayview Community adjacent the Pamlico River near the Town of Bath in Beaufort County, North Carolina.'The project site totals 0.4 -acre and consists of 2 separate lots. Both lots are owned by George Knox. Mr. Knox maintains a single - family dwelling on the easternmost lot that is mostly vegetated with lawn and various hardwoods. This lot has 80' of shoreline that is stabilized with a vertical tical bulkheads,and has pier. The lot to the west (upstream) was purchased by Mr. Knox in 2006 and has a non stabilized shoreline that is rapidly eroding. CAMA General Permit No. 11405 -B was issued to Mr. James Stokes, Jr. (previous owner) on 1 July 1993 to stabilize this shoreline with a bulkhead. Although the alignment of this bulkhead is evident only remnants remain and the structure has virtually been destroyed by natural elements and is no longer serving as shoreline stabilization. An area ofwooded wetlands exist A pipe previously existed from the low area landward of the bulkhead but approximately 25' landward displaced from many f the recent storms. This wetland appears to be the result of the developed lots draining to this low area. Both adjacent properties on the downstream (east) side and upstream (west) side are developed lots with residences and bulkheaded shoreline. The upstream (west) lot has riprap waterward of the bulkhead. The project site has a pronounced erosion escarpment that is approximately 2.5' feet above the normal water level. The Pamlico River in this area is classified SB -NSW by the Environmental Management Commission and is closed to shellfishing. The Pamlico River in this area is Coastal fishing waters. Project description The applicants proposes to construct a rip rap revetment and backfM ±1 201 of shoreline on the same alignment as the upstream and downstream bulkheads. This alignment will place the riprap on average ±25 waterward and a maximum distance off27' waterward ofthe normal water level. The area to be baclled is' axim free of Submerged Aquatic Vegetation and has a mum depth of t2.0' below normal water level. It should alignment is at and landward of the previously existing bulkhead and aligns with the adjacent bulkheads. The riprap will be backfilled to the existing elevation of the u land. Additionall the proposes to replace the previously existing 15" pipe with one of the same size. y' applicant Anticipated impacts The construction of the rip rap revetment and installation of backfill as proposed will result in the filling of approximately 3,960 ft2 of River bottom. Knox Project Narrative — August 7, 2012 The purpose of this project is: (1) Stop soil and debris erosion into the Pamlico River (2) Reclaim eroded property for Mr. Knox (3) Protect adjoining properties and bulkheads from destruction and future erosion of these properties. The project is located in a residential development at 254 Ormond Avenue (Bayview) in Bath, NC. On the east side Sara Jo Manning owns a home site located on Lot 7261. On the west side Charles A. Hester owns a home site. George Knox currently owns two lots, 6158 and 5263. His home is located on Lot 6158. Previous landowners installed a bulkhead and drainage pipe on Lot 5263. This bulkhead has deteriorated away but is evident from old pilings that remain. The pipe was displaced to the river. Mr. Knox purchased the property in 2006, but economic conditions have prevented him from making needed improvements. He has met with the field representative from NC Division of Coastal Management, Kelly Spivey, and marine contractor, Jerol Selby to seek advice and solutions. The enhanced erosion caused by recent hurricanes, local storms, and daily wind waves is undermining bulkheads on both sides of Lot 5263. (Pictures attached) On the east side Mr. Knox has a bulkhead that stretches approximately 80 ft. west from a bulkhead owned by Ms. Sara Jo Manning. This bulkhead is stable except where erosion is occurring on the west side. The west side property owner, Mr. Charles Hester has a well -built bulkhead with RIP RAP protection in front. Mr. Knox wishes to construct a new RIP RAP bulkhead in a straight line (120 lin. ft.) that stretches from Mr. Hester's bulkhead corner to the west corner of Mr. Knox's 1 existing bulkhead. The proposed bulkhead alignment is closer to the shoreline than former bulkhead so it can align with Mr. Hester's bulkhead on the west side. It will be 120 linear feet and is to be constructed of wood pilings and vinyl sheeting. The bulkhead will align with existing bulkhead corners on each side. Rock RIP RAP will be placed in front of the wood pilings and vinyl sheeting at an approximate 50 degree grade Mr. Knox desires to replace a drainage pipe that previously existed. The pipe would maintain the previous foot print and will provide for water exchange between the river and wetlands. Fallen trees and other wood debris line the eroded area. This material will be cleaned up and be disposed. At least 2 large pine trees could be saved by recommended backfill. Backfill for the area will be a combination of sand and clay.
