SECTION 100: Project Limits
The limits of all restoration activities are shown on Sheet 2 of the project
plans. Staging and parking areas are also shown. No materials storage,
equipment parking, or staging activities are allowed outside this area.
Ingress and egress of equipment is limited to the project roadways shown on
Sheet 2 of the project plans.
SECTION 200: Safety/ and Security
To prevent accidental access to the restoration activity site, temporary
fencing consisting of orange plastic barrier fencing will be required around
the entire project limit area. Controlled access points of ingress and egress
will be instituted during work activities by placing yellow caution tape across
any unguarded, unfenced areas. At the end of the construction day, the
points of ingress and egress will be closed with the temporary fencing.
Construction activities in the stream channel will not be allowed during storm
and precipitation events without the approval of the ENGINEER.
SECTION 300: Site Work
Section 300.001 Clearing of Stream Reach and New Spillway Channel
Prior to beginning any restoration activities, the stream reach and area of the
new spillway channel must be cleared of all downed trees, root balls and
other vegetative growth. This clearing must be done from above the channel
banks. No equipment is allowed within the channel banks to complete these
activities. All vegetative debris can be chipped and mulched on -site with
temporary storage of the material within the project limits for future use in
stabilization of the northern bank. During the clearing process, NO
EXCAVATION OR REMOVAL OF ANY SEDIMENT MATERIALS WITHIN
THE STREAM CHANNEL WILL BE ALLOWED!
Section 300.002 Temporary Spillway Outlet Piping
During construction of the new trapezoidal spillway channel, the existing
corrugated spillway outlet pipe must be extended around the area of spillway
excavation and stabilization with discharges to the stream channel as shown
on the plans.
Section 300.003 Erosion Control
Erosion control fencing shall be placed in the stream channel prior to any
excavation of the adjacent banks. A temporary stone check dam
consisting of washed No. 57 stone and 6-8-inch diameter rip -rap will be
placed perpendicular to the stream channel. The location and limits of
the fencing and rock check dam are shown on Plan Sheet 3. The erosion
control fencing will comply with ASTM D6461 and be placed at a minimum
distance of 10 feet beyond the limits of the excavation area for the gabion
baskets. Only minimal disturbance of the spillway channel will be allowed
during placement and removal of the fencing and stone check dam.
Section 300.004 Excavation of New Spillway Channel
The new trapezoidal spillway channel will be excavated according to the
plans. It is critical that no sediment or soils from the excavation enter the
cleared stream reach. Therefore, silt fencing and straw bales will be
required at the downstream limits of the excavation as shown on the
plans. Should the area behind the sediment barriers become full during
the stream restoration period, this material will be removed to provide
sufficient temporary storage of sediments produced by storm events
during the restoration period.

Section 300.005 Trapezoidal Spillway Channel Stabilization
Following excavation of the new trapezoidal spillway channel, the side
embankments and channel bottom will be stabilized by placement of a
non -woven geotextile. The textile shall conform to, or be equal to, Mirafi
1100 N. The geotextile will be held in place with construction staples
conforming to, or equivalent to Hanes Geocomponents 85873. The
staples shall be placed on 10 foot spacing along the side embankments,
along the edges of the bottom channel and along the center of the
channel.
Following placement of the geotextiles, rip -rap with a D50 size of 6 inches
shall be placed to a minimum depth of 1.5 feet along the embankment
sides and channel bottom.
Section 300.006 Excavation of Area for Gabion Basket Construction
The south channel bank will be excavated to facilitate construction of the
gabion baskets and tie back fencing as shown on the plans. The material
excavated shall be temporarily stockpiled within the project limits for
future placement in the eroded area behind the dam. During excavation,

Section 300.007 Site Restoration
Following completion of construction and approval by the ENGINEER, all
disturbed areas in the parking and staging areas plus the roadway will be
restored by grading to prevent ponding of surface water, seeded and
mulched. Packed surface areas will be scarified prior to seeding. Seeding
will be completed with 10 pounds of fescue per 1000 square feet. Clean
straw will be placed over the seeded areas to prevent loss of seed during
precipitation events.
Section 400.002: Mattress Construction
Prior to placement and filling of the gabion mattress, the excavated soil
base will be probed by the ENGINEER to determine adequate bearing
capacity for the mattress and gabion baskets. If required, additional
excavation and placement of rip -rap may be required to provide a suitable
foundation for the mattress.
The foundation for the gabion baskets shall be constructed of a gabion
mattress that will extend from a position two feet beyond the front edge
of the planned base gabion basket to serve as a wave dissipator.
The mattress foundation, and placement of the mattress should not
exceed the pace of construction and placement of the stacked gabion
baskets to eliminate sloughing or failure of the excavation during
construction.
Installation of the gabion baskets and revet mattresses shall conform to
ASTM D7014-18.
Section 400.003 Gabion Basket Construction
Each section of gabion baskets will consist of 4 units stacked as shown on
the plans. It is imperative that the set back of each basket meet the
dimensions indicated and the entire stack have a negative angle of -6
degrees. Compliance with these requirements is of great importance to
provide a uniform wall.
Assemblage and connection of each basket unit and tieback shall conform
to ASTM D7014-18.
Section 400.004 Tieback Connection and Backfill
To provide vertical stability, each gabion unit will include a tie back grid

restoration activities have been approved by the ENGINEER. shall be 3 feet (27 square feet per gabion unit).
SECTION 400: Construction of Gabion Basket Retaining Wall and
Mattress
Section 400.001: Materials
The gabion baskets, revet mattress, fasteners and tiebacks shall conform
to ASTM A975-11. The wire will be a PVC coated, Style 3 consisting of a
double -twisted mesh, lacing wire and stiffeners as in Style 1 and
overcoated with PVC.
Each section of gabion mattress shall be 12 feet in length,13.5 feet in
width, and 1.5 feet in height. The gabion baskets will be of four sizes (L x
WxH):(9x3x3,9x4.5x%9x6x3and 9x7.5x3). The dimensions will
be based on the basket position in the stack as shown on the plans.
Tiebacks shall consist of the same material as the gabion baskets.
Ties to be used to assemble the gabion baskets, mattresses and to attach
the tie backs to the baskets shall conform to ASTM A975-11.
Rip -rap to be used in the baskets shall have a diameter of 4-8 inches and
the mattresses will have a diameter of 3-5 inches. The rip -rap will be
clean and free of fines. The rock shall be hard, angular to round, durable
and of such quality that it shall not disintegrate on exposure to water.
Durable rock selection is given in ASTM Standard Practice D 4992.
The area behind each gabion basket unit shall be excavated prior to
placement of the unit to facilitate construction and backfill below the
tieback section. The excavated material shall be stockpiled near the
channel area to facilitate placement above each tie back section. The
process does not require excavation behind the tie back for the bottom
gabion basket.
Backfill placed over the tie back section shall be placed with backhoe
buckets. No end dumping of backfill from trucks or other equipment shall
be allowed to prevent damage to the tie back, basket or connectors.
Tamping of the material with a backhoe bucket shall be completed as
each layer of backfill is placed.
Section 500.001: Temporary Extension and Removal of Corrugated
Plastic Piping
Following completion and approval of the spillway channel, the extension
of the existing 24-inch diameter corrugated plastic outlet pipe will be
required. The pipe will be extended on the surface of the newly
constructed spillway channel and the bottom of the stream channel to a
point ten feet downstream of the planned gabion wall. The pipe shall be
held in place with crossed steel fence posts located on 10-foot centers
along the length of the pipe.

SPECIFICATIONS
Following completion and approval of the gabion retaining wall, the
temporary pipe extension and fence posts shall be removed. The
permanently buried section of the pipe will be removed and the approach
section to the new trapezoidal spillway will be completed back to the
edge of the lake.
Section 600.001: Backfill of Hole in Downstream Dam Embankment
Materials stockpiled from the excavation of the trapezoidal spillway
channel shall be used to backfill a hole in the downstream embankment
of the dam. The location and dimensions of this hole are shown on Plan
Sheet 2.
To prevent damage to the dam, the backfill material shall be transported
to the hole by backhoe. The backfill shall be placed in 8-inch lifts,
compacted with the backhoe bucket and raised to an elevation one foot
above the surrounding topography. The soil surface will be seeded and
mulched in compliance with the specifications cited in Section 300.007:
Site Restoration.
Access to the downstream embankment may require cutting of trees and
vegetation. The ENGINEER will mark and approve those trees and
vegetation to be removed. No cutting or removal of any trees or
vegetation without prior approval by the ENGINEER shall be allowed.
Following backfilling of the hole in the downstream embankment,
restoration of vegetation on the top of the dam shall be completed
according to the specifications cited in Section 300.007: Site Restoration.
Section 700.001: Inspection and Quality Control
The CONTRACTOR shall comply with the provisions of these specifications
and the project plans. Should conflict between the plans and
specifications be detected, the ENGINEER shall provide clarification.
Inspection of the CONTRACTOR and the work being completed will be
conducted by the ENGINEER. Approvals required shall be completed by
the ENGINEER before further work tasks can be initiated. The approvals
will be provided in a document signed by the ENGINEER and delivered to
the CONTRACTOR. Expeditious approvals will be made by the ENGINEER
to prevent project delays.
Section 800.001: Measurement and Payment
The ENGINEER will be responsible for verifying any quantities of materials
or work required for unit price payment. Any unit prices will be based on
the bid and contract documents. Due to the short project duration time,
no progress payments will be allowed. Submittal of final pay requests by
the CONTRACTOR will be reviewed and approved by the ENGINEER.
Following approval of payment requests, the ENGINEER shall transmit the
invoices and any documentation to the Vineyards Management Company,
Slatter Management of Greensboro, North Carolina for payment.
