PROJECT SUMMARY: The applicant is proposing to add two jet -ski lifts to an existing pier structure and four additional moorings around the pier structure. Proiect Setting The subject property is located 214 Pocahontas Trail in the Chowan Beach subdivision in Edenton, Chowan County. It is bordered by the Chowan River to the west, single family residences to the north and south, and Pocahontas Trail to the east. The 77 feet of riverfront located on the subject property is hardened with 65 feet of bulkhead. A 10- foot section of bulkhead starts at the southern property bounty and is followed by a 12 -foot wide gap in the bulkhead and then a 55 -foot section of bulkhead completes the western property boundary. A grass boat ramp leading from uplands down to the Chowan River is located in the gap in the bulkhead. A 100 -foot long pier structure is located 5 feet north of the gap in the bulkhead, or approximately 25 feet north of the southern property line. The pier structure is comprised of a 5 -foot wide by 84 foot - long pier equipped with a 16 -foot by 16 -foot roofed platform with an 18 -foot by 14 -foot boatlift situated on the north side of the platform. Water depths 40 feet east of the platform are approximately 3.5 feet deep, while water depths 40 feet west of the platform are approximately 4.5 feet deep. The residential property immediately north of the subject property contains an 82 -foot long pier structure that is located just seven feet north of the property boundary, or 50 feet north of the existing pier on the subject property. The residential property to the south contains a 120 -foot long pier structure that is located 15 feet south of the property boundary, or 40 feet south of the existing pier on the subject property. Both of the adjacent riparian properties have been hardened with bulkheads. The lot has elevations ranging from one foot above normal water level (NWL) at the boat ramp to 15 feet above NWL at the location of the single family residence. The tract is vegetated with manicured lawn grasses with several medium size cypress trees growing on the waterward side of the property's bulkhead. The Chowan River is classified as SB NSW (nutrient sensitive waters). The area is closed to shellfish harvesting. Field Investigation Report Lloyd Hicks Page 3 of 3 Development Proposal The applicant proposes to install two single jet -ski lifts on the south side of the existing pier approximately 50 feet beyond normal water level. The applicant also proposes to install four moorings: two 50 feet beyond NWL along the existing pier and two approximately 140 feet beyond NWL. The first two moorings will be installed along the pier and will have arc swings of 20 feet. One of these moorings will be installed 20 feet north of the pier and one will be installed 10 feet south of the pier adjacent to the proposed jet -ski lifts. The other two moorings will be installed approximately 40 feet west of the west of the end of the existing platform and boat lift. These moorings will overlap with one having an arc swing of 40 feet and the other having an arc swing of 35 feet. - . 1 % -, 9. ANTICIPATED IMPACTS It is anticipated that the proposed project will have the following impacts: • Installation of the jet -ski lifts and moorings will usurp approximately 2,800 SF of Estuarine Waters / Public Trust AECs. • No archeological maps depicting the subject property were available. These buoys will be used to secure Jet Skis when not in use during the day. The other o buoys will be position approximately $ feet beyond the end of the pier (approximatelyfeet apart) in deeper water for use with my boat during the day and visiting boaters. The buoys will 12 inch orange mooring balls to be held by rope attached to screw in rods placed in the bottom (by hand) with just the upper eyelet exposed. The lifts will be placed on the left side of the pier (as you face the river) at the fifth and seventh pilings of the existing pier. The lifts will be used for the Jet Skis overnight and during periods of rough weather. The lifts are rated for 1500 pounds and operated electrically.
