Community Context
Bridge No. 280003 is located at the southeastern tip of Rowan County and spans over the Yadkin River (Tuckertown
Lake) and the single-track Winston-Salem Southbound Railroad into the southwestern tip of Davidson County. The
bridge is approximately twelve miles northeast of the City of Albermarle and approximately five miles east of the Town of
Richfield (both within Stanly County). Bridge No. 280003 is the two-lane eastbound bridge of NC 49/NC 8, while Bridge
No. 280008, which was replaced in 1999, is the parallel two-lane westbound bridge. Eastbound on NC 49, approximately
1,000’ east of the bridge, is the un-signalized T-intersection with Tuckertown Road (SR 1164). Alcoa-Yadkin manages
the dams and water resources that extend along a 38-mile stretch of the Yadkin River and is the sole owner of land within
the project site, including management of the Tuckertown Lake Reservoir which is a Federal Energy Regulatory
Commission (FERC) licensed facility. The land northeast of the bridge (Davidson County) is wooded and is part of the
Stokes Ferry Basic Forest Natural Heritage Program Natural Area as well as Game Lands designated by the North
Carolina Wildlife Resources Commission (NCWRC). The land southeast of the bridge (Montgomery County) is wooded
and is part of the Uwharrie National Forest proclamation boundary as well as Game Lands designated by the NCWRC.
The portion of land southwest of the bridge (Stanly County) is wooded and contains a scenic /bank fishing pull-off that can
only be accessed from eastbound NC 49 (a right in/right out facility) as well as a boat access. The land northwest of the
bridge (Rowan County) is wooded.
Notable Characteristics
Farmland Protection Policy Act (FPPA) eligible soils are present within the Stanly County portion of the Direct Bridge
Impact Area (DBIA). A preliminary screening of farmland conversion impacts in the project area has been completed
(NRCS Form AD-1006, Part VI only) and a total score of 52 out of 160 points was calculated.
The Highway 49 Boat Access and Tuckertown Lake Reservoir could be considered Section 4(f) public resources and
are utilized by residents as recreational resources.
Census data does not indicate a notable presence of low-income or minority populations meeting the criteria for
Environmental Justice within the Demographic Study Area (DSA). Additionally, no low-income or minority
communities were observed within the Direct Community Impact Area (DCIA) during the site visit.
The DBIA for the project is located within the Yadkin-Pee Dee River Basin, which has a Basinwide Water Quality Plan
dated July 2008.
Two public access driveways and Tuckertown Road are located within the DBIA.
The project site is located within the Tuckertown Reservoir water supply watershed, and a portion of the DBIA is
located within a NC Department of Environment and Natural Resources (DENR) Ecosystem Enhancement Program
designated targeted local watershed (HUC: 03040103040070).
Alcoa-Yadkin is the sole owner of land within the DBIA.

The lands within the DBIA and DCIA on the southeastern bank of Tuckertown Reservo ir are part of the Uwharrie
National Forest proclamation area and are also classified as NC Wildlife Resources Commission (NCWRC) Game
Lands.
The lands within the DBIA and DCIA on the northeastern bank of Tuckertown Reservoir are part of the Stokes Ferry
Basic Forest Natural Heritage Program Natural Area as well as classified as NCWRC Game Lands.
Potential Project Impacts
Access to Tuckertown Road within the DBIA could potentially be impacted during construction due to its proximity to
the bridge. Even though the project will utilize an on-site detour, the traffic shift could confuse eastbound traffic
desiring to use the pull-off. However, these access impacts are anticipated to be temporary and minor.
No notably adverse community impacts are anticipated with this project and no Environmental Justice populations
appear to be affected; thus, impacts to minority and low income populations do not appear to be disproportionately
high and adverse. Benefits and burdens resulting from the project are anticipated t o be equitably distributed
throughout the community, and no denial of benefit is expected.
Findings and Recommendations
It is recommended that the NCDOT Project Planning Engineer coordinate with Division 9 and NCDOT Work Zone
Traffic Control to ensure traffic disruptions are minimized as much as possible.
It is recommended that the NCDOT Project Planning Engineer coordinate with Alcoa-Yadkin prior to bridge
construction to secure any necessary conveyance of easement.
It is recommended that the NCDOT Project Planning Engineer and the NCDOT Rail Division coordinate with the
owner of the Winston-Salem Southbound Railroad (CSX) to ensure disruptions to rail operations are minimized as
much as possible.
The Highway 49 Boat Access and Tuckertown Lake Reservoir could be potential Section 4(f) public resources. It is
recommended that the Project Planning Engineer coordinate with FHWA to determine their status and to minimize
impacts.
The replacement bridge will not permanently alter traffic capacity or travel patterns, reduce travel time, affect access to, or exposure of, adjacent
parcels, or create new transportation or land use nodes. Due to its minimal transportation impact causing activities this project will neither influence
nearby land uses nor stimulate growth. Therefore, a detailed indirect and cumulative effects study will not be necessary.

ACCESS DRIVEWAY
Eastbound on NC 49, approximately 2,500’ west of the bridge, is the
Highway 49 Boat Access (Appendix B, Figure 5). There is no precise
entrance to the facility; rather, there is an approximately 550’ length (and
50’ width) bed of gravel along NC 49 where drivers may pull off and park
their boat trailer. The boat access consists of a recently refurbished
concrete pad into the water, and two wooden docks on the water with
wooden walkway piers out to them.
Eastbound on NC 49, approximately 350’ west of the bridge, is a right in /
right out entrance to a scenic/bank fishing pulloff (Appendix B, Figure 6)
that overlooks the Yadkin River and Tuckertown Lake. The entrance to
the pulloff involves a dedicated turn lane that begins approximately 500’
west of the entrance. The pulloff consists of a paved area of 15 parking
spaces, two of which are accessible, and a paved sidewalk area in front of
the parking spaces.
Eastbound on NC 49, approximately 1,000’ east of the bridge, is the un-
signalized T-intersection with Tuckertown Road (SR 1164).

OTHER RECREATIONAL RESOURCE
Alcoa-Yadkin manages the dams and water resources that extend along a
38-mile stretch of the Yadkin River (see map in Appendix E) and is the
sole owner of land within the project site, including management of the
Tuckertown Lake Reservoir. Tuckertown Reservoir has a normal full pool
area of 2,560 acres and a normal full pool elevation of 596 feet. The
reservoir provides numerous recreational opportunities; including fishing,
sailing and boating, skiing, canoeing, and hunting. Within the
southwestern area of the DBIA and DCIA are the Highway 49 Boat
Access and a pulloff with parking for bank fishing. Uwharrie National
Forest is part of the 2 million acres of public lands managed by the
NCWRC for public hunting, trapping, and fishing. The lands within the
DBIA and DCIA on the southeastern bank of Tuckertown Reservoir are
part of the Uwharrie National Forest proclamation area and are also
classified as NCWRC Game Lands. The lands within the DBIA and DCIA
on the northeastern bank of Tuckertown Reservoir are part of the Stokes
Ferry Basic Forest Natural Heritage Program Natural Area as well as
classified as NCWRC Game Lands.

PRELIMINARY SCREENING OF FARMLAND CONVERSION IMPACTS
1. Area in non-urban use. Points awarded = 15 out of 15
Approximately 90-95% of the land within the one-mile project radius is in non-urban use.
2. Perimeter in non-urban use. Points awarded = 10 out of 10
Approximately 90-95% of the land within the 1,000-foot project radius is in non-urban use.
3. Percent of site being farmed. Points awarded = 0 out of 20
Site visit and aerial imagery confirm that less than 20% of the land within the 1,000-foot project radius is
actively being farmed.
4. Protection provided by state and local government. Points awarded = 0 out of 20
Davidson and Stanly Counties have VADs, while Montgomery and Rowan Counties have EVADs.
However, there are no current VAD or EVAD properties located in close proximity to the project.
5. Distance from urban built-up area. Points awarded = 15 out of 15
The project site is more than 12 miles (~63,000 feet) from the City of Albermarle’s urban built-up area.
6. Distance to urban support services. Points awarded = 10 out of 15
According to the online GIS data viewers for Davidson and Rowan Counties, as well as site visit
information, it appears that sewer and water lines, power lines, and telecommunications cable are
located less than three miles but generally more than one from the project. Fire and police protection and
schools appear to exist more than one mile from the project.
7. Size of present farm unit compared to average. Points awarded = 0 out of 10
No farm units are located within the 1,000-foot project radius.
8. Creation of non-farmable farmland. Points awarded = 0 out of 10
Minimal remaining farmland is expected to be converted to non-farmable uses.
9. Availability of farm support services. Points awarded = 2 out of 5
Few farm support services are available in proximity to the project site. Albermarle, 12 miles to the south,
is the nearest location to offer access to these services. Some of the services available in Albermarle
include Stanly Tractor Company, Tractor Supply Company, Autozone, Advance, Carquest, O’Reilly, and
NAPA Auto Parts. Advance Auto Parts, located 12 miles north in Denton, also is a resource for these
services.
10. On-farm investments. Points awarded = 0 out of 20
No on-farm investments were observed within the 1,000-foot project radius.
11. Effects of conversion on farm support services. Points awarded = 0 out of 10
No significant reduction in demand for support services is expected as a result of the project.
12. Compatibility with existing agricultural use. Points awarded = 0 out of 10
The proposed project is fully compatible with surrounding agricultural uses.
Conclusion: Total Points = 52 out of 160
NCDOT has completed a screening of farmland in the project area and calculated the total number of points for
the site per Part VI of the NRCS AD-1006 Farmland Conversion Impact Rating Form.
