As I understand from long time staff onsite this has met the approval historically. I agree that there is control of the sumps is not ideal say on a day as today with normal stormwater flow. 1) No 2) System does close and divert to wastewater treatment 3) As discussed the containment will need a separate sump in my opinion since the drain is the normal flow for stormwater 4) Would contain the largest vessel not sure the sump would keep up with the 25 year event. Some facilities have instituted a "maintained closed" practice for stormdrain valves, which allows them to utilize the drain as secondary containment. However, that is primarily determined on a case -by -case basis. If you are intending to use them in this way, the following questions should be considered: 1) Are the valves maintained in a closed status and only opened under observation by staff? 2) Does this system close the stormdrain? I have seen systems where pumps are installed in manholes, but the manhole can still discharge once it fills to a certain point. 3) Does the topography of the area allow this stormdrain to capture the area intended to be secondary containment? 4) Would the storage provided by the manhole allow for enough storage capacity to hold the largest vessel as well as the 25 year storm event defined in the Permit? Mr. Reed, As a follow-up to your visit yesterday I have a few details that may not have been shared. In regards to the "New' and "Used" tote storage locations- Not sure if you are aware that there are sump pumps within each storm drain in these locations. The sump pumps are tied into the waste water treatment areas and would be activated in response to a spill. Historically, these pumps have served as the countermeasure to any spill that may occur in this location. Understood that additional measure may be necessary but I was not sure that you were aware of the sump pumps in place. We are investigating the installation of the berm as discussed and also the relocation of the Raw Material totes being stored next to the building.
