Hey Tommy,
I have reviewed the purposed Bank Parcel Development Package for the Hatley Bank Site in Person County for
Environmental Banc & Exchange, LLC (EBX). I have the following comments and requests:
• Section 1.0
o Please add the latitude and longitude to the second paragraph
0 3" paragraph: the 14 digit HUC you provided doesn't show up on any maps I have. I'm thinking there
may have been a typo. Please recheck the HUC and provide me only the 12 digit HUC of the site's
location
Section 2.2
0 15Y paragraph: please indicate what types of agriculture operations were performed at this
site. Example- hog farm, row crops (bean, corn, cotton), etc. Please mention that the existing condition
of the site is an active hog farm with 2 hog lagoons filled with wastewater. (at this time, our records
indicate that this hog farm still has an active NPDES permit and is expected to still be "active" until the
hog lagoons are closed out). At the time of DWQ approval, if the NPDES is still active, this BPDP will
need to state that.
• Secion 2.5
o Please state whether there is any potential for environmental damage to occur from the close out
process of the hog lagoons. If environmental damage is expected, please indicate what damage may
occur and how you will implement ways to alleviate the impact as much as possible. If there is no
potential for envt'I damage, please state that here.
• Section 3.0
• Please describe the close out process that will need to take place prior to utilizing the site for mitigation
purposes. Include who will be responsible for the close out process of the lagoons and what will take
place to prep the site for planting (example: leveling the land that once was a lagoon, sludge removal,
land application of wastewater, etc.). Indicate whether this process is Phase I or Phase II
• Please add a statement that reads similar to the following: "EBX will confirm that the proper closeout
process of the hog lagoons has been performed and completed prior to implementing the restoration
plan described in the BPDP for P64'?,, and will provide confirmation to DWQ in the As -Built report"
Table 2 — Plant List
o please choose species of trees that aren't already growing near or around the property. Specifically,
please remove Tulip Poplar & American Beech from your proposed plant list. While these trees are
suitable for typical buffer restoration and are good at removing nutrients from the soils, we ask that you
plant trees that aren't as likely to naturally colonize due to surrounding conditions.
• Section 4.0
o The BPDP does not reference Phase I and Phase II in this section. When describing the monitoring
/maintenance plan, please indicate when Phase I and Phase 11 will be implemented.
• Section 6.0
o Please change the first sentence to read similarly to the following:
"...will provide Neuse buffer mitigation credits for development impacts within the Neuse River
Basin. Additionally, it will provide nutrient offset mitigation credits for development impacts within the
Falls Lake Watershed of the Neuse River Basin, HUC 03020201. Nutrient offset credits from this site can
be used towards development in both the Lower and Upper Falls Lake sub watersheds.
o Please change the square footages to match Table 3 (see comments below on table 3)
• Table 3
• Please calculate the corresponding square footages of each conservation area (CA) by using the total
acres as shown in the table. Total acres are shown to the hundredth degree which is how they should
be provided and used in the calculation. (for example: 1.39 acres = 60,548.4 and # 60,763). Please
make these corrections throughout Table 3, Figure 2, and in Section 6.0.
• Enhancement: CA 2 shown on the table says the Enhancement Area of CA 2 is in Phase I. However, on
the Figure 2 it says it's in Phase 2. Please correct accordingly.
• Figure 2
• If possible, for future BPDPs, As- builts, etc. please condense maps to either an 8.5 X 11 or 8.5 X
14. Large maps are very difficult to scan into our database and we are unable to post the map as part of
the BPDP on public notice.
• Please show the blue stream on the property as a "Blue Line" and identify it in the Legend. Change the
easement boundary to a different color since it's blue.
• Please provide the stem counts for all restoration areas where there are trees currently present. Stem
counts can be provided in text within the BPDP or on the map. This is the only way I can approve the
area as "restoration" or "enhancement" when trees are present.
• Figure 3
o Please replace this figure with the exact GSA Figure used in the Cedar Grove BPDP. This figure doesn't
show the GSA for the buffer.
