All Manhole 15 mystery has been solved. There is a partial clog that has backed up in one of the manhole lengths and is noN bet- een Manholes further down. It must have blown out on the ground at 15 on its way do-wn. I notified DWQ and no report is needed due to the amount of the spill, less than 1000 gallons and it didn't make it into a stream. Manhole 12 (pipe in the stream)- I also notified DWQ and asked them -what -, e could do -with it. I sent them a pie. There is about 22 feet of exposed pipe -where the stream bank has cared in. DWQ advised that -whatever fill -, e put in -would be temporary at best, that once a stream has started to turn into the bank that this process accelerates. They also said -whatever pipe is replaced needs to be cast iron anN- here in the floodplain. If -, e don't corer or armor the pipe then -water can continue to push on the pipe potentially offsetting it from the manhole (this had occurred in the past and -was discovered during the JR Lynch emergence repair in 2009.) I checked the manhole interior and other than seeing part of the large clog from manhole 15, once it -was removed there -was no -water leaking in the manhole from an offset pipe, so for no-w everything is holding. This is a small stream but after heap v rain is -well over this pipe. We NN -111 be OK until there is a heavy rain enough to corer the pipe and erode the stream bank again. This stream gets the run off from the N and E side of the mountain. DWQ also said to be careful applying fill and rip rap so as to not cause a dam effect around the manhole -which could make things -worse. This is also the lo-west portion of the se- er line and -, e -will be limited to ,N -hat , e can do here long term -without changing the elevation of significant distances of line and manholes. The corp of engineers has the final say as to what if any permit -, e need, DWQ said N e are likely to need no permit if N e simply replace the exposed pipe ,with a cast iron pipe, but since it is in the stream, -, e -would have to do at least some temporary engineering to keep it stable and that would likely require a permit since it is within the stream banks. They have also offered to meet us on site and offer technical assistance. Amin is going to contact the Corp and see -what they say given the situation about permitting. *Amin- for permit purposes , e , ould like to temporarily place compacted screenings and riprap on the banks over the pipe for a distance of 30 feet.
