Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The existing site consists of a maintained utility right -of -way adjacent to the Cashie River. The existing aerial forcemain was constructed in 1972 and is in need of replacement. The entire right -of -way from Elm Street is in juisdictional wetlands with the exception of a berm that was created when the original forcemain was constructed. 3b. Explain the purpose of the proposed project: The proposed project is to replace an existing aerial sewer forcemain with a buried sewer forcemain. 3e. Describe the overall project in detail, including the type of equipment to be used: The new 510 LF forcemain will be directional drilled so as to limit the impact to the adjacent wetlands. This method of construction consists of the excavation of a bore pit and receiving pit. An excavator will be used for these pits and will access the site along an existing maintenance berm. A directional drilling machine will be able to install the new forcemain from the uplands through the wetlands without disturbing the existing root mat. Once the new forcemain has reached the receiving pit dewatering pumps will be used to temporarily reduce the water table to a point where the connection to the existing forcemain can be completed. The ground water will be pumped to a sediment bag prior to re- entering the adjacent wetland. 4. Jurisdictional Determinations 4a. The project was designed using trenchless technology to limit the disturbance caused by heavy equipment. 1 b. However, this method would have required extensive use of heavy equipment within the wetland habitat. The T(S /A) designation bans the collection and interstate and international commercial trade of bog turtles from the southern population. The T(S /A) designation has no effect on land management activities by private landowners in North Carolina, part of the southern population of the species. In addition to its official status as T(S /A), the U.S. Fish and Wildlife Service considers the southern population of the bog turtle as a Federal species of concern due to habitat loss.
