Dear Mr. Tankard:
In reference to the Notices of Deficiency and Violation dated February 10, 2021, and received by CWS on February
24th, we offer the following response:
We were issued a modified permit on September 1, 2020 in which sampling frequency increased from weekly to
three times per week. Due to an internal communication failure, the new permit was not shared with the facility ORC
resulting in monitoring frequency violations until the issue was discovered following a conversation with Regional
Office staff in early February.
The issue has been resolved and sampling has been initiated at the required frequency. Carolina Water Service has
implemented a new permit receipt procedure in which all stakeholders will be accountable to share, review, and
acknowledge receipt. We sincerely regret this oversight.

Whenever a draft or new wastewater discharge permit is issued and received for a wastewater treatment
plant, the following process shall be followed to ensure full compliance of such facility.
1. New draft permit is received from NCDWR/SCDHEC. Director of State Operations emails to Area
Manager, ORC, Regional Compliance Manager, and copies Administrative Assistants to post on server.
2. Area Manager, Compliance Manager have (10) days to respond to the Director with
comments/concerns or changes of the draft permit review.
3. The Director shall inform the NC/SC permitting section in writing of any concerns within (30) day
allotted time frame for review.
4. When the official permit is received it shall be stamped with the date it was received and copy of the
permit sent to the following: Director of Operations, Regional Compliance Manager and Administrative
Assistants shall post to the server.
5. The Director will email the official permit to the Area Manager and ORC of said treatment facility.
6. The Area Manager will immediately set-up a meeting with the ORC and review the permit in its
entirety with the ORC noting any changes in the permit as well as the effective date of the permit.
7. The Area Manager will confirm to the Director once the permit review has been conducted with the
ORC via a written email. This email must be received within (5) days of receiving the new permit or
sooner depending on the effective date of the newly issued NPDES permit.
8. The ORC will be responsible to inform the laboratory if more sample containers are needed.
9. The ORC will provide a copy of the new permit to the laboratory that does the analytical testing for
that treatment facility.
10. Once the new permit is active the permit shall be reviewed by the Area Manager and ORC on a
quarterly basis and whenever there are staff changes at the facility.
