Regional Supervisor Water Quality Regional Operations Section Washington Regional Office 943 Washington Square Mall Washington NC 27889 Subj ect: Notice of Deficiency: NOD-2021-LV-0017 Notice of Violation: NOV-2021-LV-0089 Monteray Shores WWTP Permit WQ0009772 Dear Mr. Tankard: In reference to the Notices of Deficiency and Violation dated February 9, 2021, and received by CWS on February 24th, we offer the following response: The facility experienced an upset on June 2, 2020 in which three of the five membranes were blinded and flow rates exceeded the capability of the remaining two. The cause of the upset is believed to be a combination of excessive discharges of cleaning products from resort properties ahead of a late tourist season start associated with COVID delays along with floor stripping chemicals from a local shopping center. Operations has contacted those involved in the discharge to make them aware of alternative disposal methods. Staff immediately began remedial cleaning of the membranes and diverted flow to upset, but it took several months to completely remove the foreign substance and recover the treatment process.
