This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Collection System Permit No. WQCS00079. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. As noted during the inspection, there are 61 simplex pumps listed in the permit. These pumps shall be the responsibility of the town unless the homeowners provide a signed written agreement accepting full care and maintenance of the simplex pump station. If homeowner does not agree, they will remain the towns responsibility. The town is not required to do daily inspections or install telemetry on these pumps. Annual inspections for these pumps will be sufficient. Documents such as the capital improvement plan and a spill response action plan were available for viewing. The spill response plan included important components such as 24-hour contact numbers, equipment lists and spare parts inventory, spill assessment information, etc. Part of the spill response plan was an increase in the frequency of visits to pump stations. This allows for better tracking and addressing any issues, avoiding a potential pump failure. The sewer and FOG ordinances were well developed. Informational cards about the "Grease Goblin" are mailed annually with the public works calendar. Other educational tools include door hangers, pamphlets given with tours, Facebook outreach, a posting on their website, and a booth at local events. GIS is implemented to map the system. HPLs are inspected regularly and logged as part of the "daily sewer checks" A complete functionality test for the 14 duplex pump stations is done twice a week, and generators are run under load on a quarterly basis. In 2020, 74,752 feet of lines were cleaned. The inspected easements and aerial lines were all accessible and free of visible issues. Manholes were in good condition, free of obstructions with no signs of overflow. Six pump stations were inspected. All had restricted access and were well labeled with identifying information displayed prominently. The audio and visual alarms were functional during the inspection, as well as the communication system. The Carter Street pump station is a dry well and implements transducer rods. Both Jefferson Street and County Complex pump stations are such low flow that they do not have generators 61 simplex pumps are listed in the permit.
