There are concerns that placing this fill in stages as originally proposed would create settling and stability issues which has occurred on other projects There is also a tremendous advantage for the Department financially and to complete this under the current contract. Phase 1 would be to complete the fills on the -L- line for the 1-140 flyover. This proposed fill is shown on the attached permit drawings (permit drawings 47 of 83 and 50 of 83. 1 have highlighted the additional fill on the permit drawings in yellow. These areas have already been permitted but were noted as "Grading Only" on the South side of 1-140. The fill on the North side of 1-140 would be in uplands. Phase 11 would be to pursue a permit modification to complete the entire interchange under this contract, hopefully including the structures as shown in the attached rendering. However, we want to pursue Phase 1 as soon as possible to take advantage of the conveyor belt. The contractor has almost completed the fill needed on the South side of 1-140 under the current contract and will remove the conveyor as soon it is completed so the Department would have substantial cost savings if we approve the Phase 1 fill now while the conveyor is still operational. This would also gives us time to complete the permit modification to complete everything on the South side and keep the conveyor in use without reinstalling it in the future. Since Phase 1 fill is already permitted and/or in uplands, is there any permitting or consistency issues with the Department proceeding with this work under this contract from your agencies perspective? Secondly, do you see any issues, from your agencies standpoint, with the Department pursuing a permit modification to complete this interchange as shown on the rendering? I'm hoping to have the revised permit drawings for the impacts not currently authorized in the next 4-6 weeks. This additional work, noted on the permits drawings as "Future(By Others)" had been proposed to be part of the R-3300A contract. However as noted above there is a financial, stability and safety advantages for the Department to complete this interchange under the current contract.
