Based on our email exchange with Ms. Sue Homewood and conversation with Mr. Alan Johnson the North Carolina Department of Environmental Quality (DEQ; Appendix A), Corblu Ecology Group, LLC (Corblu) has been advised to submit an "After -the -Fact" pre - construction notification (PCN), 401 Water Quality Certification (General Certification 4132), for disturbances to Dixon Branch and the abutting emergent wetland area on behalf of our client, Colonial Pipeline Company (CPC) for pipeline preventative maintenance activities. Corblu received notification of an erosional issue within Dixon Branch and the abutting wetland which required CPC to respond immediately to maintain the exsting and serviceable pipeline, known as Line 1. The performed maintenance activity, referred to as Line 1 Washout (35.353412,-80.860634), is located in Mecklenburg County, North Carolina and was accessed through CPC's right-of-way (ROW) from 1-485. The total disturbance to the streambed (Dixon Branch) exceeded 40 linear feet which requires 401 Water Quality Certification from the DEQ.
