Inspection Summary:
A preconstruction reconnaissance inspection of permit application WQ0042360 was conducted on March 9, 2021. The
purpose of the inspection was to perform an inspection of the property to assist the Non -Discharge Branch's review of the
permit application for the property. Present during the inspection were Bill Waterman (property owner), Comer Lyons, PLS,
PE (GS&E, Inc.), as well as Holley Snider, Megan Faulkner and Bryan Lievre with DWR.
The permit application is for a proposed wastewater system for a proposed three -bedroom single family residence. The
property has been determined to be unsuitable by the Brunswick County Health Department for the installation of a
conventional wastewater system due to soil wetness and insufficient space for a septic system and repair area.
In accordance with 15A NCAC 2T .0114, the requested permitted flow is 360 gallons per day. The proposed wastewater
system includes the installation of:
- A 1,000-gallon septic tank;
- A 1,250-gallon recirculation pump tank with simplex pump capable of 50 gpm at 170 feet TDH;
- A 600-gallon EZ Media pretreatment pod;
- A 10 gallon per minute 2-bulb UV disinfection system;
- A 3,000-gallon dosing tank with simplex pump capable of 30 gpm at 158 feet TDH;
- A 3-zone, 8,100 ftA2 mounded drip irrigation field;
- A rain sensor, audible and visual alarms, piping, controls and other associated appurtenances.
According to the National Weather Service for the Wilmington area, the most recent rainfall event occurred on March 3, 2021
which resulted in 0.18 inches of rainfall and 0.22 inches of rainfall for all of March 2021 prior to the inspection. During the
inspection, the area of the proposed spray field was found to be soggy with areas of surface ponding and surficial moss.A
soil boring was advanced near the center of the proposed drip irrigation area (as identified by Mr. Lyons). The boring
seemed to be consistent with the Soil Conservation Service description of Leon Fine Sand (Lo) for the area with the
exception that the dark gray surface was found to be approximately 12 inches thick (as opposed to the Soil Surveys 6-inch
thick layer) and color was black. Although the soil was wet at the surface, groundwater was documented at an approximate
depth of 12 inches below grade in the resulting borehole.
It should be noted that the Soil Evaluation and Agronomist Report, prepared by Land Management Group (LMG), dated
September 23, 2019 also indicates that the USDA Map refers to the predominant soils as Leon series soils. However, in
Section 3.1 of their report, LMG indicates that the "soil in the test area appears to be Lynn Haven soil series." Although the
soil boring advanced by WiRO staff on 3/9/2021 would agree with this determination, additional scrutinization may be
appropriate. Attached are pictures including pictures of the boring advanced by WiRO staff.
Structures present during the inspection included:
- A horse coral located near the entrance of the property along its eastern midpoint of Apache Road, north of a dirt drive;
- An active water supply well, located south of the dirt drive along Apache Road;
- A barn located south of the active water supply well;
- A pond located east of the barn;
- A chicken coop located near the center of the parcel;
- An inactive water supply well located east of the chicken coop;
- Fencing surrounding the property and bisecting the parcel along its midpoint from west to east, as well as in other areas
to contain various animals.
The active water supply well is reportedly utilized to provide water for the animals present on the property which included
chickens, dogs, goats and a horse. Construction information on the active well was not available. The inactive well was
capped but not connected to a pump. The Well Tag on the inactive well indicated that the well was constructed to a depth of
90 feet on July 17, 2007, by Heath Well Drilling.
The location of the proposed drip irrigation field appeared to adhere to setbacks, as established within 154 NCAC 2T .0606.

Comment: Pondinq was observed during the inspection throughout the proposed drip irrigation area.
Proposed equipment has not been installed. Fencing was present around the perimeter of the
parcel as well as within the limits of the parcel for containing various animals present.
