Subject: Requested Flow Allocation for the Public Works Commission's Water
Reclamation Facilities
Dear Ms. Henson:
To date, for 2012, the Public Works Commission (PWC) has allocated over 650,000 gallons of
wastewater flow through the Rockfish Creek Wastewater Reclamation Facility (WRF). For 2013,
we are requesting an allocation of 850,000 gallons for the Rockfish Creek WRF. Currently, the
Rockfish Creek WRF receives an average flow of 13.0 MGD, with a permitted capacity of 21
MGD.
For 2012 (through November), PWC has allocated approximately 190,000 gallons of wastewater
flow for the Cross Creek WRF. We are requesting an allocation of 250,000 gallons for the Cross
Creek WRF for calendar year 2013. Currently, the Cross Creek WRF receives an average flow of
10.7 MGD, with a permitted capacity of 25 MGD.

In accordance with your request received on December 13, 2012 for the allocation of flow for the Rockfish Creek
WRF, we are forwarding herewith approval of 850,000 gallons for the 2013 calendar year. In addition, we approve
the allocation request of 250,000 gallons for the 2013 calendar year for the Cross Creek WRF.
We ask that the monthly spreadsheet indicating the permit number, project name, amount of flow permitted,
remaining allocation, where the flow will be treated and the cumulative flow allocated from each plant continue to
be submitted to Trent Allen of this office. Additionally, the quarterly report should continue to be submitted to
Deborah Gore with the PERCS Unit at 1617 Mail Service Center, Raleigh, NC 27699-1617 and copied to this
office.

In accordance with your request received on August 12, 2011 for the additional allocation of flow for the Rockfish
Creek WRF, we are forwarding herewith approval of 350,000 additional gallons for the 2011 calendar year. The total
amount to be allocated for calendar year 2011 is 1,100,000 gallons.
We ask that the monthly spreadsheet indicating the permit number, project name, amount of flow permitted, remaining
allocation, where the flow will be treated and the cumulative flow allocated from each plant continue to be submitted
to Trent Allen of this office. Additionally, the quarterly report should continue to be submitted to Deborah Gore with

In December 2010, for local permitting purposes, PWC requested that the Rockfish Creek
Wastewater Reclamation Facility (WRF) be allocated a flow of 750,000 gallons for calendar year
2011. To date, approximately 700,000 gallons has been allocated through our local permitting
program. This is in large part due to installation of sewer mains into recently annexed areas. We
anticipate that any permits issued during the remainder of 2011 will exceed the requested
allocation of 750,000 gallons. Therefore, we are requesting an additional allocation of 350,000
gallons for the remainder of 2011. This will bring our total allocation for 2011 to 1,100,000
gallons for the Rockfish Creek WRF. In December, after analyzing the amount of flow permitted
over the past 12 months, we will request an allocation for 2012.
Currently, the Rockfish Creek WRF receives an average flow of 14.6 MGD, with a permitted
capacity of 21 MGD. Please keep in mind that although the flow has been allocated, due to
construction schedules, not all of that flow will be discharged to the PWC system in 2011.
Additionally, actual flows received at the WRF may be lower than the allocated flows.
