SUBJECT: UT To Grassy Creek Emergency Sewer Stabilization - Request for Funds
Transfer for DWQ Water Quality Certification
Pilot Mountain State Park (PIMO) is in need of a DWQ Water Quality Certification (WQC) for
emergency stabilization of approximately 30 feet of eroded streambank and exposed sewer pipe
in the southeastern portion of PIMO's Mountain Section. The eroded area will be backfilled
with 12- inch compacted lifts and covered with geotextile fabric. Riprdp with an average
diameter of 21 inches will be placed over the compacted fill, with larger riprap placed at the toe
of the streambank. Park staff anticipates using a small walk behind skid- steer to place the heavy
material; smaller material will be placed by hand around the pipe.
Please prepare a fund transfer form in the amount of $240 payable to the NC Division of Water
Quality to cover the administrative fee for the processing of this WQC request. The WQC is
required as part of a Nationwide Permit application that will be submitted to the US Army Corps
of Engineers for this project. We have requested an expedited permit review due to the
emergency nature of these repairs and the potential for the structural integrity of the sewer pipe
and water quality to be compromised if this area is not stabilized as soon as possible.
