3a. Describe the existing conditions on the site and the general land use in the vicinity of the at the time of this

application:
EOD Range 2 is located on MCB Camp Lejeune just north of the K -2 impact area along the western shoreline of the New
River. EOD Range 2 is an operational range used for combat emergency destruction training as well as destroying
unserviceable ammunition. The project area and surrounding range consists primarily of wooded land, beach, and
shoreline.

3d. Explain the purpose of the proposed project:
EOD Range 2 is an operational range used for combat emergency destruction training as well as destroying
unserviceable ammunition. As a result of erosion, an Open Burn /Open Detonation disposal pit has been uncovered
along the shoreline and in adjacent waters to EOD Range 2. It is imperative that surface and subsurface operational
range clearance is performed on range to ensure a safe work environment for personnel and sustainabilty of the range.
3e. Describe the overall project in detail, including the type of equipment to be used:
MCB Camp Lejeune proposes to remove and recycle both surface and subsurface range debris from approximately 2.5
acres on EOD Range 2. A debris delineation will be performed using metal detectors prior to excavtion to minimze the
area to be disturbed. Of the total acreage, approximately 0.5 acres extends approximately 60 feet from the low water line
into the New River. Approximatley 1,000 to 3,000 yards of sediment will be removed from the river bottom. The actual
area being excavated on land will likely be closer to one acre based on previous work completed at the site. Volume
estimates for debris being removed cannot be calculated until after removal is complete. Excavation will not exceed 4
feet below ground surafce on land and 3 feet below the river bottom in the sibmerged area. Heavy equipment and
manual labor will be used to recover the debris. Excavated sediment will not be returned to the river after screening and
will instead be used to prepare the dry area for installation of sod.

metal detectors. The disturbed areas will be sodded after excavation is completed. Best Management Practices including silt
fencing and turbidity curtains will be used as needed.

The Base has an endangered species program that focuses on conservation and protection of species and their
management. MCB Camp Lejeune Red Cockaded Woodpecker Management Plan and supporting Base GIS data, MCB
Camp Lejeune Integrated Natural Resources Management Plan and prior correspondence with the USFWS was used to
identify locations of federally protected specires on the Base. The project would be located in one of manay large areas
on the Base that are being managed to support future Red Cockaded Woodpecker habitat; however the soil series in the
project area shows that the area is not suitable habitat for the specieis.
