Impact Justification and Mitigation 1. Avoidance and Minimization 1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. All streams to be impacted are perennial streams. No wetlands are to be impacted due to this project. Stream crossings that are to be constructed by open cutting are less than 40 LF and are to be made perpendicular to the buffered stream. Where it is not possible to make a perpendicular crossing or where open cutting is not feasible the stream crossing shall be constructed by directionally drilling to avoid impacts to streams. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Proper erosion control measures will be utilized, including silt fence, rock check dams, silt fence outlets, construction entrances and tree protection fencing. Upon completion of construction through the corridor, the easement will be seeded. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
