The following report summarizes the monitoring activities that occurred in 2011 at the
Mitigation Site on Lot 121 in the Dolphin Ridge Subdivision that was created pursuant to
Permit 200200769 The Dolphin Ridge Subdivision is located on the south side of Coast Guard
Road in the Town of Emerald Isle, Carteret County, North Carolina
The goal of the monitoring activities is to determine if the Mitigation Site has been constructed
and planted to establish a sustainable wetlands area ( "Created Wetlands ") that is similar to the
natural wetlands that adjoin the Mitigation Site The data obtained from the monitoring wells
installed in the Mitigation Site and the survival and growth of the various wetlands plants planted
in the Mitigation Site indicates that the Mitigation Site is functioning just like the natural
wetlands it adjoins and that the creation of the Created Wetlands has been successful Based on
the results from the three years of monitoring, the mitigation has been successful and the
Mitigation Site is and will continue to be a functioning wetlands
INTRODUCTION
Project Description The Project consists of 4,164 59 square feet of mitigation area on Lot 121
in Dolphin Ridge
The mitigation area is to provide compensatory mitigation for 3,561 square feet of wetlands
filled on Lot 113 in Dolphin Ridge The compensatory mitigation exceeds the minimum 1 1
onsite mitigation ratio
A copy of a portion of the subdivision plat for Dolphin Ridge is included in Exhibit 1 to this
Report The plat has the general location of the Mitigation Site marked on it
The Mitigation Site initially was excavated and planted in 2007 However, the Corps of
Engineers expressed concerns that the depth of the 2007 excavation might not be sufficient to
establish long term sustainable wetlands To address these concerns, in 2008 additional
excavation occurred at the Mitigation Site to bring the elevation in the Mitigation Site to an
elevation similar to that of the natural wetlands that adjoin the Mitigation Site The Corps of
Engineers also recommended that when the Mitigation Site was replanted after the additional
excavation that plants from the neighboring natural wetlands be transplanted to the Mitigation
Site to insure compatibility and to increase the success of the wetlands Accordingly, in 2008,
the Mitigation Site was planted with a mix of Lizard's Tail (Saururus cernuus), Rush
(Juncaceae), Red Maple (Acer rubrum), Button Bush (Cephalanthus occidentalis), Wax Myrtle
(Mynca cenfera), Bald Cypress (Taxodium distichum), Sweetbay Magnolia (Magnolia
virgimana), and Swamp Loosestnfe (Decodon verticillatus) plants We specifically did not plant
any Common Cattail (Typha Latifolia) in the Mitigation Site After the planting was completed,
two monitoring wells were installed in the Mitigation Site The monitoring wells were installed
pursuant to the instructions and procedures detailed in the "Technical Standard for Water - Exhibit
Monitoring of Potential Wetland Sites" prepared by the U S Army Corps of Engineers dated
June 2005
In order to demonstrate that the mitigation is successful, hydrology and vegetation monitoring
must be conducted for three years to confirm that the Mitigation Site meets the Hydrology
Success Criteria and the Vegetation Success Criteria as established by the protect specifications
and in compliance with federal guidelines for wetland mitigation 2011 is the third year of
monitoring following the re- gradmg and replanting of the site in 2008 This Report details the
2011 results of the hydrology and vegetation monitoring at the Mitigation Site

HYDROLOGY
Hydrology Success Criteria Project specifications require saturation (within 12 inches of the
surface) or inundation of the Mitigation Site for a consecutive period of at least 12 5% of the
growing season for one year under average climatic conditions for the Mitigation Site to be
deemed to meet the Hydrology Success Criteria
According to the data for WETS Station Morehead City 2WNW, NC5830 having a latitude of
34° 44'N and a longitude of -76° 44'W, published by the National Water and Climate Center of
the Natural Resources Conservation Service of the United States Department of Agriculture, the
growing season in Carteret County, based on a 50% probability that air temperatures will reach
28° Fahrenheit or higher, runs from March 14 to November 30 That means that the growing
season contains 261 days, and 12 5% of 261 days equates to 33 days Accordingly, for the
Mitigation Site to meet the Hydrology Success Criteria, it needs to show saturation (within
12 inches of the surface) or inundation for at least 33 consecutive days between March 14 and
November 30 under average climatic conditions
Lot 121 in Dolphin Ridge is located at latitude 34° 39'24"N and longitude -77° 04'29 "W The
Mitigation Site is located approximately 20 miles from WETS Station Morehead City 2WNW,
NC5830 and approximately 4 miles from State Climate Office of North Carolina Station KNJM -
Bogue Field MCALF, in Bogue, North Carolina, having a latitude of 34 69 °N and a longitude of
-77 02 °W
The Mitigation Site has two (2) monitoring wells installed in it The monitoring wells were
installed pursuant to the instructions and procedures detailed in the "Technical Standard for
Water - Exhibit Monitoring of Potential Wetland Sites" prepared by the U S Army Corps of
Engineers dated June 2005 The Monitoring Well Installation Data Sheets for each of the
monitoring wells and a survey showing the location of the monitoring wells at the Mitigation
Site were included in the Annual Mitigation Report for 2009
The monitoring wells at the Mitigation Site were labeled "A" and "B" for ease of reference
Each momtonng well was manually monitored on a daily basis from March 14, 2011, to
November 30, 2011, except for August 27, 2011 when Hurricane Irene visited the area The
monitoring well measurements shown for August 27, 2011, duplicate the data for August 26,
2011, so that the data does not show a zero and give a completely incorrect indication of the
hydrology at the time Due to the monitoring wells measurements preceding the hurricane event
being well within the wetlands criteria, there is no concern that the monitoring well measurement
for August 27, 2011, would have shown a one day change that would have changed whether the
wetlands criteria was met
Monitoring well reports in graph form showing the daily measurements at each of the monitoring
wells for each month of the Growing Season are contained in Exhibits 2 - 3 of this Report All
measurements are in inches Each monitoring well has a separate graph for each month of the
Growing Season Each graph shows the "Date," "Depth of Water From Surface in Monitoring
Well," and "Depth of Standing Water Above Surface " Negative numbers indicate that the water
level is located below the ground level surface that distance, and positive numbers indicate that
the water level is located above the ground level surface that distance If there is no standing
water on the surface, the graph shows the depth of standing water as "0" If the depth of the
surface water surrounding a monitoring well exceeded the height of the monitoring well riser,
then the measurement shown for the "Depth of Water From Surface in Monitoring Well" is the
depth of the surrounding surface water
Monitoring Well Results for Entire Growina Season
A review of the Monitoring Well reports based on the entire Growing Season (without
consideration of the amount of rainfall during the Growing Season) indicates that the Mitigation
Site experienced saturation (within 12 inches of the surface) or inundation for at least 33
consecutive days of the 2011 Growing Season The Monitoring Well reports for the entire
Growing Season show that
1 Monitoring Well A had 66 days (vs 68 days in 2009 and 98 days in 2010) where the soil
was saturated at a depth of less than 12 inches from the surface and 133 days (vs 189 days in
2009 and 144 days in 2010) where the soil was inundated with water
2 Monitoring Well B had 62 days (vs 67 days in 2009 and 95 days in 2010) where the soil
was saturated at a depth of less than 12 inches from the surface and 133 days (vs 190 days in
2009 and 145 days in 2010) where the soil was inundated with water

Monitoring Well Results for Periods During Growing Season with Average Climatic Conditions
Since one of the parameters of the Hydrology Success Criteria is that the conditions be met
"under average climatic conditions," the average climatic conditions during a normal Growing
Season must be determined Once the average climatic conditions are determined, it must be
determined if (and when) such average climatic conditions occurred during the 2011 Growing
Season The Monitoring Well data then must be examined to determine if the Mitigation Site
experienced saturation (within 12 inches of the surface) or inundation for at least 33 consecutive
days during the 2011 Growing Season when the average climatic conditions occurred
To assist in answering these issues, we prepared the charts contained in Exhibit 4 of this Report
The charts in Exhibit 4 of this Report show the following data
1 The column labeled "Date" shows the date of the measurements
2 The column labeled "Rain Measured at Site" shows the rainfall data as manually
measured on a daily basis at the Mitigation Site at the same time that the monitoring
wells were being checked The Ram data shown for August 27 is the rain data measured
at the site as of the morning of August 28, 2011, and the rain data for August 28, 2011 is
the ram data measured at the site later in the day when the monitoring wells were
measured Although the rain for both of those periods exceeded the 5 inch accurate
measurement capacity of the measurement instrument each tune, 5 inches is shown in the
charts for those dates
The column labeled "Rain Per NC CRONOS" shows the Daily Precipitation by Day data
published by the State Climate Office of North Carolina for Station KNJM - Bogue Field
MCALF, in Bogue, North Carolina, except for August 27 through August 31, 2011, when
the site was not reporting due to Hurricane Irene For those days, the data from
Morehead City 2WNW, in Morehead City, North Carolina was used

We then compiled the daily data contained in the charts in Exhibit 4 into the chart below where

amount shown for August probably is short due to the measurement instrument capacity

The above chart shows that Emerald Isle sustained above average rainfall in August and below
average rainfall in the other months However, the overall difference for the entire growing
season was only approximately twenty (20) percent, and considering that the "average climatic
conditions" is compnsed of numerous years of data with some above average and some below
average, the twenty percent variation for 2011 is not that large Furthermore, although excess
rain in a growing season could indicate that a mitigation site is a wetlands when in fact it is not a
wetlands during a normal growing season, the reverse is not true and having a mitigation site
meet the hydrologic requirements for a wetlands when the rainfall is less than the normal amount
(as in this case) does indicate that the area would meet the hydrologic requirements during a
normal rain season Accordingly, the 2011 growing season as a whole meets the "average
climatic conditions" requirement
An analysis of the monitoring well data for the 2011 growing season for the Mitigation Site
shows that the Mitigation Site experienced saturation (within 12 inches of the surface) or
inundation for at least 33 consecutive days Consequently, the Mitigation Site met all of the
parameters of the Hydrology Success Criteria
The monitoring wells reports for the 2011 growing season show the following
Monitoring Well A met the criteria 199 days of the growing season This included
one period beginning in March of 95 consecutive days where the soil was saturated at
a depth of less than 12 inches from the surface or the soil was inundated with water
and a second period beginning in August of 95 consecutive days where the soil was
saturated at a depth of less than 12 inches from the surface or the soil was inundated
with water
2 Monitoring Well B met the cntena 195 days of the growing season This included
one period beginning in March of 93 consecutive days where the soil was saturated at
a depth of less than 12 inches from the surface or the soil was inundated with water
and a second penod beginning in August of 95 consecutive days where the soil was
saturated at a depth of less than 12 inches from the surface or the soil was inundated
with water
Based on the monitoring well data, the Mitigation Site met the Hydrology Success Cntena for
the 2011 Growing Season and is a wetlands under the Hydrology Success Criteria

VEGETATION
Vegetation Success Criteria Project specifications require that we establish wetlands vegetation
in the Mitigation Site similar to the vegetation in adjacent natural wetlands areas for the
Mitigation Site to be deemed to meet the Vegetation Success Criteria
The Mitigation Site was planted with Lizard's Tail (Saururus cemuus), Rush (Juncaceae), Red
Maple (Acer rubrum), Button Bush (Cephalanthus occidentalis), Wax Myrtle (Mynca cenfera),
Swamp Loosestnfe (Decodon verticillatus), Bald Cypress (Taxodium distichum), and Sweetbay
Magnolia (Magnolia virgimana) in 2008 We specifically did not plant any Common Cattail
(Typha Latifolia) in the Mitigation Site
With the Mitigation Site being small in size (approximately 4,164 59 square feet), the vegetation
may be monitored with a simple visual inspection of the Mitigation Site
The Mitigation Site was visually inspected in May and July of 2011 Photographs 1 - 10 in
Exhibit 5 were taken in May and Photographs 11 - 16 in Exhibit 5 were taken in July As shown
by the photographs, the wetlands vegetation in the Mitigation Site is thriving
Photographs 1 through 5 in Exhibit 5 when viewed together comprise a panoramic view of the
Mitigation Site, with Photograph 1 showing the far western side of the Mitigation Site and
Photographs 2 through 5 stepping eastward to the far eastern side of the Mitigation Site
Photograph 6 in Exhibit 5 shows one of the Bald Cypress in the Mitigation Site
Photograph 7 in Exhibit 5 shows that without the metal stakes delineating the Mitigation Site
from the natural wetlands, it would be difficult to tell the two apart
Photograph 8 in Exhibit 5 shows one of the Swamp Loosestnfe in the Mitigation Site
Photograph 9 in Exhibit 5 shows a Wax Myrtle in the Mitigation Site
Photograph 10 in Exhibit 5 shows another of the Bald Cypress in the Mitigation Site
Photographs 11 through 14 in Exhibit 5 show general overviews of the Mitigation Site with
Photograph 11 showing the far western side of the Mitigation Site and Photographs 12 through
14 stepping eastward to the far eastern side of the Mitigation Site
The photographs show that the original plantings of Common Rush, Swamp Loosestnfe, Wax
Myrtle, and Bald Cypress continue to show a high survival rate and that other wetlands plants are
naturally propagating into the site, including Common Cattail
The photographs show that the Mitigation Site is doing well and looks like the natural wetlands it
adjoins The wetlands plants continue to survive and grow and natural propagation is continuing
The Mitigation Site has become indistinguishable from the natural wetlands it adjoins and has
become an established wetlands

The Vegetation Success Criteria has been met by the survival and growth of many of the
wetlands plants that were planted in the Mitigation Site in 2008 and by the natural propagation of
other wetlands plants that is occurring All indications are that the good survival and growth rate
and the natural propagation will continue
CONCLUSION
The Mitigation Site is doing well The Mitigation Site met the Hydrology Success Criteria and
the Vegetation Success Criteria in 2011 The Mitigation Site has become an established
wetlands, and no further monitoring is necessary
