LOCATION OF PROJECT SITE: 153 Pond Drive, Atlantic Beach, Carteret County State Plane Coordinates - Longitude:-76.746 Latitude: 34.706 3. INVESTIGATION TYPE: CAMA 4. INVESTIGATIVE PROCEDURE: Dates of Site Visit — 2/17/2021 Was Applicant Present - No 5. PROCESSING PROCEDURE: Application Received Complete — 2/17/2021 Office — Morehead City 6. SITE DESCRIPTION: (A) Local Land Use Plan — Atlantic Beach Land Classification from LUP — Single Family Residential (B) AEC(s) Involved: PTA (C) Water Dependent: yes (D) Intended Use: Private (E) Wastewater Treatment: Existing — Septic Systems Planned - none (F) Type of Structures: Existing — bulkhead, driveway and house Planned — pier addition, platform with gangway, third slip with boatlift 7. HABITAT DESCRIPTION: 8. DREDGED FILLED OTHER (A) Shallow bottom n/a n/a 540sf Inc 216sf Shaded (D) Total Area Disturbed: 540 square feet (E) Primary Nursery Area: No (F) Water Classification: SA, HQW Open to shellfish harvesting along Bogue Sound: Closed area within the canal area PROJECT SUMMARY: The applicant is proposing to construct a pier addition, floating platform and third slip area with boatlift to the existing two slip docking facility. There is currently a single family residence with driveway, bulkhead and existing two slip docking facility. No written concurrence and no fee split for DWR GC 4175 was required. 9. Project Description The existing .23-acre (10,149sf) tract is located at 153 Pond Drive, Atlantic Beach, Carteret County. The project area is found by turning off Highway 70 East in Morehead City (Arendell Street) onto the on - ramp for Atlantic Beach. Follow the Atlantic Beach Causeway for approximately 2,774.41' (.53 miles) then turn right onto Old Causeway Road. Follow Old Causeway Road for approximately 883' Field Investigation Report: William Randolph Hoft c/o Bluewater Marine Construction Page 02 (.16 miles) and turn left onto Pond Drive. The lot is approximately 1500' and on the left. The site is located along the west side of the existing canal and is contiguous with Bogue Sound. The property shoreline is stabilized with a bulkhead. The elevation is 3' above NHW with no wetlands on the property. The property has 201' of shoreline and a canal width of 162' . The waters of Bogue Sound adjacent to the project areas are classified as "SA, HQW" by the Division of Water Resources and have been previously dredged within the canal area. There are no nearby Primary Nursery Areas. According to the maps provided by the Shellfish Sanitation Section of the NC Division of Marine Fisheries, the waters of Bogue Sound are predominately open to shellfish harvesting adjacent to the proposed project however, the canal area is closed to shellfish harvesting. No SAV were observed within the project area. There is no dredging proposed within navigable waters and there are no known historic or archaeological areas of value known within the project sites. 9. Proposed Proiect The applicant is proposing a pier addition, floating platform with gangway and a third slip with boatlift. The canal has a width is 162' wide along the property. The 1/4 rule would limit dock length to a maximum of 40' from NHW, which is the bulkhead. The applicant is proposing a 6' x 16' second pier along the south side of the existing docking facility. A gangway would extend waterward and intersect a 6' x 20' floating platform. A 13' x 13' boatlift is also proposed and would be located along the south side of the proposed floating platform. All proposed development would be located a distance of approximately 100' from the William Waters riparian line and approximately 75' from the Pond Drive riparian line. 10. Anticipated Impacts: The development would shade 216 sf and incorporate 540 sf of shallow bottom habitat. The proposed docking facilities would not interfere with navigation and would meet the 1/4 width rule and not extend into the channel portion of the canal. Sound. No dredging is proposed at this time due to -3' nlw to -5' nlw water depths within the proposed slip areas. There would be no impacts to wetlands, shellfish or SAV resources. Submitted by: Heather Styron Date: 3/3/2021 Morehead City District Office Project Narrative for William Randolf Hoft To Whom it may concern, Our project is located at 153 Pond Drive in Atlantic Beach, NC.
