On March 10, 2021, a site inspection was conducted for the S & W Ready Mix Concrete -Lumberton facility located on South
Roberts Avenue in Lumberton, Robeson County, North Carolina. A copy of the Compliance InspectionReport is enclosed
for your review. Mr. Robbie Nobles, Plant Manager, and Mr. Timmy Duhon, Operations Manager, were also present during
the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject
facility is covered by NPDES Stormwater General Permit NCG140000 under Certificate of Coverage NCG140315. Permit
coverage authorizes the discharge of stormwater and/or wastewater, as approved in the original permitlapplication or
subsequent permit modification from the facility to receiving waters designated as Lumber River, class C;Sw waters in the
Lumber River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG140000 permit. Please
refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $26,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Inspection conducted in response to a complaint from business owner located across the road from the facility concerning
runoff and build-up of material in drainage pipe that runs across their property. At the time of inspection, there was no
evidence of runoff or concrete material leaving the facility. Reviewed facility's Stormwater Pollution Prevention Plan, which
contains all permit -required components as well as supporting documentation pertaining to facility inspections and the
annual review/update requirements. Monitoring records for 2017 through the first quarter of 2021 were also reviewed. Facility
has two discharge outfalls both of which receive process wastewater and stormwater flows. There are no stormwater-only
discharge outfalls. Monitoring has been conducted quarterly throughout the current permit term even though all monitioring
results indicate no wastewater limit violations. After the records review, observations were made of overall site conditions
including secondary containment structures for ASTs, raw material stockpiles, waste concrete stockpiles, vehicle cleaning
area and the discharge outfalls. At the time of inspection, facility appeared to be well operated and maintained.
